Instead of many small committees each with a limited number of members, we propose to create only a few committees, each with several sub-committees focusing on different emerging and timely topics. Subcommittees can be formed, expanded, or even dissolved dynamically in response to the community's needs and the latest trends in technology.  The parent Technical Committees will remain active for the purpose of continuity and to help the Reliability Society maintain a core group of scientists and practitioners.   7. Each technical committee and/or its subcommittees will have regular meetings (2 or 3 times each year) at conferences attended by a majority of its members. Not only reduce the traveling cost but also make it convenient for people to attend these meetings.
