  3. Priorities achieved in 2010-2011 • AdoptedStrategy for Development of the Public Procurement System 2010-2012 • Continued and expanded capacity building in both public and private sector • Substantial increasing of usage of e-Procurement

  4. Latest legal changes: Amendments to PPL in August 2010 Modifications to the Rulebook on the use of ESPP

Capacity building among the other stakeholders: • Following the recommendations from the Progress Report, one of the main priorities of PPB was strengthening implementation capacities of CA and EO • For this purpose, PPB developed a comprehensive and systematic training and certification program, which is self-sustainable

  6. Other priority was finalization of the integrated e-procurement platform managed by the PPB The e-procurement system now integrates e-notices, e-tendering and e-auctions into one system The system provides maximum transparency and the feedback is very positive

  7. The e-procurement system is supported by user manuals for CA and EO Evident positive results from the usage of the e-Procurement system: savings, increased transparency, efficiency (shortening the period of the procedures) It provides high-quality comprehensive statistical databases for the volume of procurement in the Republic of Macedonia

Impact of using e-procurement and e-auctions: • Latest data – first half of 2011 – approx. 50% of the procedures ended with e-Auction • Estimates on savings and benefits • - Average savings per procedure when using e-auctions up to 10% compared to the initial lowest price submitted in the pre-qualification phase, compared to estimated price – over 20% • - From the perspective of the CA’s and the state, savings on the public funds as well as cutting administrative costs when conducting e-Procurement • Facilitated access to the public procurement market for the SME’s • Gradual move from paper procedures to electronic procedures • Substantial decreasing of the time needed for conducting the procedure – evaluation and decision
