What is Broadband • More than just “Internet”, or “Video” or “Triple Play” • More than just “High Speed” • It’s Essential Information Age Infrastructure • Analogous to • Railroads of 19th Century • Highways of 20th Century
What is Broadband? • The means to delivery of the digital content that people, business and government need to participate in the 21st Century Information • Infrastructure needs to be ubiquitous and affordable • The need is growing (doubling annually) and faster and faster networks and access are required
What is Broadband • Basis for Economic Growth • Supports area’s major economic engines • Attractor for Tech Industry • 1-2% Annual GDP Growth • Increase in property values • Green Initiative (reduced travel)
What is Broadband? • Combination of Fiber and Wireless • Fiber • Highest Capacity (nearly unlimited) • Readily Expandable • Wireless • Mobile • Rapid deployment
Three critical infrastructure components • Diverse, redundant, high level connectivity to international and national fiber backbones and Tier 1 Internet. • Intra-regional core network providing ultra-high speed connectivity among major governmental and enterprise users. • Universal fixed and mobile access for government, businesses and individuals
TAC Initial Recommendations • Adopt Broadband Policy Statement • Social & Economic Imperative • Integrate into Strategic Plans • Promulgate Broadband Vision • Inventory Applicable Municipal Assets • Create Valuable New Assets • Sponsor creation of Regional Broadband Initiatives
Inventory Assets – Reduce Costs and/or Generate Revenue • Spare Fiber Optics capacity • Spare Fiber Conduits • Sewer/storm pipes • Utility ROW • Light Poles • Pole attachment rights • Licensed microwave frequencies
Develop New Municipal Assets • Create value and reduce future costs and implementation time • Enact Policy to install utility conduit during any major road, water and gas lines or other ROW construction (can reduce FTTH cost by 50%). • Augment Zoning & Building Codes to require utility conduit to parcels as integral part of subdivision utilities.
