  1. Facilities Shared Services Programme (FSSP) Team Brief April 2015

Capital Planning Report providing a roadmap and potential way forward to deliver a regional Capital Planning model presented to Facilities Review & Shared Services (FR&SS) Programme Board on 11/12/14 at which the decision was made to seek stakeholder input from those involved in capital projects, Chief Executives and Directors of Finance. A Stakeholder event will take place as soon as a suitable date can be arranged and presentation slots requested at Director of Finance and Chief Executive meetings. Feedback will be collated and a proposal presented back to the FR&SS Programme Board.

  3. Hard FM Analysis work undertaken by Hard FM Short Life Working Group to date has started to highlight areas of skill shortage and opportunities for skill sharing across Boards.  Further work is being carried out to examine the skill mix in the context of NHS Boards and their proximity to each other and a report is being written, to be completed 30/04/15. The report will be presented to the FR&SS Programme Board.

  4. Transport In December 2014, Scottish Government approved the Business Case to procure national telematics and fleet management systems for all commercial and pool vehicles to be operated across NHSScotland and establish a new national fleet management strategic function, under the management of NHS National Services Scotland (NSS). A working group has been set up in partnership within NSS to establish the National Fleet Support Unit (NFSU). The NFSU, once operational, will advise and support NHS Boards to establish a robust structure for the management of their fleet.

  5. Transport Cont. Option Appraisal process identified preferred option for NHS Board collaborations to form 5 Regional Fleets across NHSScotland. Review recommended that the composition of the Regions, split of functional areas, staffing and timescales be agreed locally by NHS Boards choosing to form a Region and developed in partnership. Commodity Advisory Panels (CAP) have been formed with service representation from NHS Boards for procurement of (1) national telematics system and (2) integrated Fleet Management System (including car leasing quoting functionality). The CAPs are currently finalising specifications for both systems before starting procurement exercises to select a preferred supplier for NHSS.

  6. Sterile Services The Sterile Services Group continues to develop the Initial Agreement on options for the future delivery of central decontamination services for NHS Boards which have a need to invest in a capital infrastructure or establish contracts for the delivery of these services. The scope of this group includes NHS Forth Valley, NHS Lanarkshire, NHS Lothian (West Lothian only) and NHS Ayrshire & Arran (as a potential provider). A national review meeting is scheduled for April 2015 to discuss future requirements for investment in capital infrastructure for all other mainland NHS Boards.

  7. Our aims The Facilities Shared Services Programme aims to explore opportunities for NHS Boards to utilise resources in more effective and innovative ways; for example, sharing services where appropriate. There are already examples of good practice across NHSScotland. Our purpose is to work together to ensure that we share these benefits widely and identify further productive opportunities to enable us to deliver services of improved quality and efficiency.

  8. Background NHSScotland has a duty to the people of Scotland to ensure the NHS continues to deliver high quality services that are good value for money. The way in which it does this is to undertake reviews of the service and its costs. We are continually striving to improve the quality of the services we deliver, identify potential productive opportunities and efficiency improvements.
