  2. The year so far… • Government consultation: January – April 2013 • Over 100 responses received • September: Government set out its policy response

A reminder on the consultation 8 Questions, including: • Allowing non-charitable organisations to enter the PGA market • Setting a limit of 30 days be as the maximum time between PGA receiving money and passing to the charity • Standardising forms for donors and employers • Data and transparency of information • Regulation of PGAs

  4. What we said… • To fulfil potential, PG needs longer-term and fundamental reform • Universality, connectivity, portability need to be at the heart of change • Proposals within the consultation will have limited impact

  5. What we said… Our recommendations: • Service level agreement between PGAs and charities • Long term strategy of leadership, governance and communication from government • Simplify the system and make it easier and more transparent for employers, charities, and donors • Develop an online portal for employees to sign up and transfer when moving jobs

  6. What government will do… • Facilitating agreement between charities and PGAS on terms of a SLA • Maximum time for donations to be set at 35 days • Improved web presence and resource for Payroll Giving drawing together information – exploring options of searching for employers and linking to PGAs • Will look at channels of communication to employers, and promote PG to all public sector workers

  7. Next steps • Continue to talk to government with a view to working towards longer-tem change • Engage with government to represent the views of our members on areas to be developed • Particularly: Development of the SLA Web information/resource
