  4. Proposed Constitutional Amendment No. 3 (State Lottery) • The lottery is gambling • Playing a game of chance for stakes • 4 things necessary • An uncertain outcome (chance) • A wager (stakes) • A winner (collects the wagers of all players) • A loser (gives up claim to his wager)
