  1. Prospective directions for development of projects in the area of environmental protection at the territory of Pskov region State Committee of Nature use and Environmental Protection on Pskov region October, 2012

Main problems in the area of environmental protection at the territory of the Pskov region Elimination of ecological damage due to economical activities of the past (outdated pesticides, oil-slime wastes); Collection and safe storage of outdated pesticides on special storages up to the moment of the issue on its elimination to be decided; Treatment of industrial and consumption wastes at the territory of the region; Reduction of the nutrient load on water objects of Pskov region.

  3. In order to implement permissions and to solve the problems in the area of environmental protection, Pskov region actively participate in development of Federal, regional long-term target and departmental programs: • «Complex measures on safe treatment of outdated pesticides at the territory of Pskov region on 2010-2013»; • «Treatment of industrial and domestic wastes at the territory of Pskov region»; • «National program of measures on improvement and rehabilitation of the Baltic Sea ecosystem»; • «Ecological safety of Russia (on 2012-2020)». • «Pure water of Pskov region on 2012-2017» • Departmental target program «Complex of measures on reduction of nutrient load on water objects in lake Peipsi basin on 2012» • Departmental target program «Complex of measures on ensuring environmental protection at the territory of Pskov region on 2012-2014»

  4. Implementation of projects in the framework of FederalTarget program «National program of measures on improvement and rehabilitation of the Baltic Sea ecosystem (2012-2020)» The Program has been developed in accordance with the assignment by the Government of the RF from 26 March 2010, no IS-P9-1819 Sections: Harmful substances Eutrophication Biodiversity and nature protection Monitoring Raising of public awareness and ecological education

  5. «Harmful substances»from Pskov region the following activities were included: Purification and rehabilitation of oil-slime storage in Nevel town; Ensuring of safe storage and utilization of outdated pesticides; Construction of two modern garbage reprocessing complexes; Construction of garbage pick-and-place stations (5 pieces штук) in rayons of the region; Rehabilitation of authorized and unauthorized dumps.

  6. Elimination of oil-slime wastes in Nevel town Departmental target Program «Complex of measures on biological utilization of oil-slime wastes in Nevel town of Pskov region on 2012-2013» has been approved. Goal: to develop a project of the temporal site for rehabilitation of oil-slime wastes and creation of the conditions for implementation of activities on biological utilization of oil-slime wastesA necessary amount of fund to support the total utilization of oil-slime wastes makes up about 41 million Rubles.

  7. In order to eliminate ecological damage there has been developed a regional long-term target program «Complex of measures on safe treatment of outdated pesticides at the territory of Pskov region on 2011 - 2013» By the end of 2013 the Program foresees to allocate 600 tons of outdated pesticides at the storages in the village Lesnoye of Palkinsky Area.The result of implementation of the Program will be prevention of the risk of emergency situation in the areas of the abandoned outdated pesticides allocation. Funds for total implementation of the activities on utilization (elimination) are required in amount of 150 million rubles. Utilization of outdated pesticides at the territory of Pskov regionIn Pskov region there are more than 1.5 thousand tones of outdated pesticides being stored.

  8. In Pskov region there are 26 municipal areas. Total number of local residents is 694 thousand people. Planned and regular collection and removal of solid domestic wastes is being carried out for about 70 % of population. Sanitary treatment from wastes in settlements is done in 186from 8385 settlements. In other settlements wastes are not being collected, neither being removed to specially allocated sites, but being dumped on unauthorized dumps or being partly destroyed (burned down, dug up) by the population. The increasing needs in collection and utilization of solid domestic wastes during the recreational season are also not being taken into consideration. Almost all of the authorized dumps (landfills) of the region are in use for more than30 years. Some solid domestic landfills are filled up to 100-130 % and require rehabilitations.

  9. Regional long-term target program «Treatment of industrial and domestic wastes at the territory of Pskov region on 2011–2015». Resolution of Regional Administration from 12.10.2011 No 401. GOALS: To create a sustainable system of wastes management in the area of waste treatment at the territory of Pskov region; To attract investments in the area of waste processing and wastes recycling at the basis of state-private partnership. Total amount of necessary fund is 720 million rubles

Main directions in industrial and domestic wastes treatment in the framework of the program implementation are the following: Develop a regional strategy for waste management; Create scheme of allocation of objects of sorting, recycling and dumping of wastes at the territory of Pskov region; Construction of waste recycling complexes in northern and southern zones of the region and waste transfer stations; Minimize negative impact of authorized and unauthorized dumps on environment; Reduction of waste volumes; Attracting of investments in construction of complexes at the basis of state-private partnership.

  11. Implementation of the Program on waste treatment allows to: • solve the problem of industrial and domestic waste treatment at the territory of Pskov region, • improve the quality of environment for human, sanitary and hygienic situation in the region, • reduce the areas under dumped wastes

  12. «Eutrophication»Complex of measures on reduction of nutrient load on water objects of Pskov region. From Pskov region the following activities were included: • Complex of measures on construction of dung-yard and purchasing the equipment for dung application (26 objects in 10 rayons of the region) • Construction and reconstruction of sewage networks and waste water treatment plants ( 23 objects in 15 rayons of the region)

Priority type of the use of water resources in Pskov region is domestic and drinking water use Treatment of waste water in many municipal areas do not correspond to the modern standards due to reason of: ineffective operation of existing waste water treatment plants (Gdov town, Pechory town, Krasnogorodsk settlement, Pushkinskiye Gory settlement and some others) or due to the absence of waste water treatment plants (settlement of Kunya, settlement of Locknya, Novorzhev town)

  14. Construction and reconstruction of the waste water treatment plantsThe largest water user with a negative impact on water resources in the Lake Peipsi basin is municipal enterprise of Pskov city “Gorvodokanal”. In order to improve the environmental situation caused by discharge of pollutants and to reduce nutrient load on water objects there was an investment Program developed with support of EBRD for the period of 2011-2013, which included: reconstruction of sewage networks (10 sectors with total length of 5.5 km) - 3 million EUR); reconstruction of primary sedimentation tanks at the Pskov waste water treatment plant - 3 million EUR; design and construction of ground water intake in the area of Solonovo village – 13 million EUR.

  15. In order to implement activities on reduction of a nutrient load on Lake Peipsi within the framework of CBC Program Estonia-Latvia-Russia , Administration of Pskov region take part in large scale project (LSP-3) “Economically and ecologically sustainable Lake Peipsi area”Total budget of the project is 8,363,000 EUR, Grant – 7,526,600 EUR, Co-financing – from the Russian side of the project – 4,160,000 EUR. Russian partners of the project are: State Committee on nature use and environmental protection of Pskov region; Administration of Gdovsky Area; Administration of Pskovsky Area; Administration of Pechorsky Area; State budgetary enterprise of social service “Pervomaysky psychoneurological dispensary»; Municipal enterprise of Pskov city “Gorvodokanal”.

  16. Reconstruction of waste water treatment plant in Gdov town – 25.9 million Rubles. Reconstruction of waste water treatment plant in village of Cheryokha (Pskovsky Area) – 18.9 million Rubles. Construction of a sewage network in Pechory town - 18.2 million Rubles. Construction of waste water treatment plant in village of Lescvhikhino (Palkinsky Area) – 10.5 million Rubles. Reconstruction of waste water treatment plant in Pskov city (four secondary sedimentation tanks) – 27 million Rubles. In the framework of the large scale project in 2012-2014 the following activities are going to be implemented:

Another activity of the LSP-3 is implementation of the departmental target program “Complex of measures on reduction of the nutrient load on water objects in Lake Peipsi basin in 2012-2014”Budget of the Program is 16 million Rubles, out of them 3.2 million Rubles is from the source of the regional budget and 12.8 million Rubles from grant The implementation of the Program will allowed to: • receive data on technical conditions of WWTP in 16 areas of Pskov region (Lake Peipsi basin) and other sources of nutrient load on water objects; • prepare Feasibility Studies and evaluate a required volume of necessary investments, to prepare preliminary estimates of costs on construction and reconstruction of the WWTPs and sewage networks. At the end of Program’s implementation there will be recommendations developed to be included in regional long-term target program “Pure water of Pskov region on 2012-2017”.

  18. Prevention of risk of emergency cases in the areas of abounded outdated pesticides storages; Elimination of ecological damage from economical activities of the past (outdated pesticides, oil-slime wastes); Development of the allocation scheme for objects of sorting, recycling and dumping of wastes at the territory of Pskov region; Construction of waste recycling complexes and waste transfer stations; Reducing negative impact by authorized and unauthorized dumps (landfills) upon the environment; Reduction of wastes volume; Expected effect from implementation of the activities on mentioned directions (pesticides, wastes and nutrients) are:

Meeting the requirements of waste water treatment for most of the pollutants; Reduction of the total load of pollutants on 80-90% (especially for Nitrogen and Phosphorus) in the areas of construction/reconstruction works; Reduction volume of discharge of insufficiently treated and untreated waste water to water objects; Prevention of pollution of surface water with nutrients in result of leakages and emergency discharges of waste water; Observance of Regulation on Surface water protection from pollution Expected effect from implementation of the activities on mentioned directions (pesticides, wastes and nutrients) are:

One more direction of work is public awareness raising and ecological educationAnother project within CBC Program “Estonia-Latvia-Russia”, Pskov region Administration participating in is the project “Promoting nature education as efficient mean of awareness raising” The project was started on 1st April 2012. Total budget of it is 1,499,977 EUR. Main goal of it is to combine ideas, possibilities and tools for improvement of ecological education and public awareness in questions of sustainable development and complex protection of nature in border areas Activities of the project are the following: • Development of the centers of ecological education; • Development of new interactive exhibitions and innovative teaching materials; • Exchange of experience and knowledge by conduction of series of study trips and seminars; • Creation of a partnership network between state organizations and NGOs at the international level.

  21. In the result of the project implementation the following tasks will be fulfilled: • Awareness raising in questions of environmental protection among population in Pskov region and other regions of Russia and neighboring countries; • Awareness raising on environmental conditions among young people: school children, students etc; • Opening of a Visit Center and issuing of the Pskov region Red Book will support the raising of awareness of population on specially protected nature areas of Pskov region, as well as on enforcement of ecological responsibility and protection of environment.

  22. In total, conduction of above-mentioned activities at the territory of Pskov region will help to improve the ecosystem of the largest transboundary lake in Europe – Lake Peipsi and to solve actual problems of water resource management in The Baltic Sea watersheds (rivers Narva, Neva and Zapadnaya Dvina/Daugava).
