  8. Municipal Separate Storm Sewer Municipal separate storm sewer means a conveyance or system of conveyances (including roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, or storm drains) • Owned or operated by a State, city, town, county, college or university… • Designed or used for collecting or conveying storm water; • Which is not a combined sewer; and • Which is not part of a Publicly Owned Treatment Works (POTW)

  9. Municipal Separate Storm Sewer System Single buildings with stormwater runoff or a storm sewer that connects to a permitted Phase I or Phase II Municipal Separate Stormwater Sewer System (MS4) is not included in the Phase II Process at this time.

  10. Municipal Separate Storm Sewer System Does Phase II apply to non-standard MS4s that discharge to another permitted MS4 (i.e., NCDOT, Charlotte, Durham, Fayetteville/Cumberland County, Greensboro, Raleigh, or Winston Salem)?

  11. It Depends MS4 that connects to another permitted Phase I or Phase II MS4 may be subject to Phase II, depending on the activities, potential exposure, the degree of regulation at the site, the system of conveyance and/or the stormwater runoff impact.

  12. Stormwater Management Plan • Public Education and Outreach • Public Involvement and Participation • Detect and Eliminate Illicit Discharges • Control Stormwater Runoff from Construction Activities • Control Post-construction Stormwater Runoff • Pollution Prevention/Good Housekeeping
