  3. FERC • MOD-029 – WestConnect Steering Committee asked if something coordinated should be pursued. PMC discussed – leave to individual SPGs to address. Need a Task Force to address. • NOPR on TPL-002 R1.3.10 – FERC rejecting NERC interpretation regarding simulating raly failures in TPL-002.

  4. Animas-LaPlata Project • Transmission Portion is a Joint Project between Tri-State and Western • Loop-in of Shiprock – Glade Tap 115-kV line into Hesperus – Complete Feb. 2008 • Animas River Substation - Complete May 9, 2009 • Ridges Basin Reservior began filling in January 2010. .

  5. Granby Area 138-kV Loop Project • Joint Project between Tri-State and Western • Re-build a double circuit 138-kV line on an Existing 69-kV ROW between Windy Gap – Farr Pumping Plant – 12 miles • Record of Decision (ROD) Anticipated in summer 2010. • Completion date late 2012.

  8. Program Benefits • About 500 miles of 45-60 year old 115-kV line will be replaced with 230-kV. This is about 15% of the 3,324 miles of RMR wood pole lines. • Rebuilding MM-AU at 230-kV will increase TOT3 capacity by 75 MW (new Accepted Rating = 1680 MW as of July 16, 2008) and improve reliability. • Additional annual wheeling revenue will exceed the incremental cost of rebuilding at 230-kV within a few years of project completion.

Transformer Replacements • Hayden – purchase new 230/138-kV 250 MVA – September 2009; In-Service September 2010; 2nd HDN in 2013. • Flaming Gorge – 2nd 250 MVA in 2014. • Shiprock – moved PPK KU3A to Shiprock (600 MVA) – November 2009; purchase replacement for KU3A at PPK; Joint Project with T. State to add 2nd 600 MVA unit at Shiprock.

WAPA – Changes • Craig Knoell is the Transmission Infrastructure Program Manager. • Brad Warren is RMR Manager. • LaVerne Kyriss is the CRSP Manager. • Darrick Moe is the Desert Southwest Regional Manager. • OCP – both control centers in Loveland and Phoenix report to Ed Hulls and Brad Warren.
