  2. Housing and Community Development Act of 1974 TITLE I COMMUNITY DEVELOPMENT   Findings … 1980 Congress recognized: Sec. 101(a)…(3)increasing energy costs which have seriously undermined the quality and overall effectiveness of local community and housing development activities.

  3. Community Development Findings and Purposes -”the conservation of the Nation's scarce energy resources”, -”improvement of energy efficiency”, and -”the provision of alternative and renewable energy sources of supply. “

  4. Energy Action Plan:CommunityPlanning and Development - (EAP #1) Promote Energy Star in buildings - (EAP #6) Technical assistance, training and information for HOME & CDBG grantees - (EAP #20) Promote Combined Heat and Power (CHP) in housing and community development

How to put Energy Star into CDBG & HOME Add the following text to your RFP: “ All new buildings and gut rehab shall be designed to meet the National Energy Five Star efficiency performance standard of 86. All procedures used for this rating (86) shall comply with National Home Energy Rating System guidelines.” and “Should also select Energy Star appliances.”

HOME Program -HOME on-line training for Energy Efficiency -Components include: -energy efficiency techniques in rehabilitation -assessing cost effectiveness of measures -identifying skills needed -working with weatherization agencies -where to get additional help -Available from: www.hud.gov/cpd/ affordablehousing/training/energy/index.cfm

  8. Energy Action Plan #20: Promote Use of Combined Heat and Power (CHP) What is “combined heat and power (CHP)?”CHP is a way to use heat wasted when electricity is generated.

  9. Example: Public HousingDanbury, CT • Combined Heat and Power • Electricity reduced from 1.25 million to 200,000 kWh • Energy cost reduced by $40,000 annually • No initial costs to the Housing Authority or HUD • Energy Performance Contract

  10. Why CHP for Multifamily? • Many all electric buildings • For space heating, can use hot water or steam • Can run absorption cooling • Can run desiccant dehumidifiers which reduce mold

  15. What makes a building a good candidate for CHP? First, need for power and thermal energy at the same time. Second, the cost of buying electric power from the grid relative to the cost of natural gas to operate the system. -Third installed cost differential between a conventional and a CHP system.
