  4. PURPOSE Business unit purpose: - To fulfill fiscal commitments. - To steady grow Regional profitability. - To target and serve clients with multi-year pipelines of business. Value proposition: - To provide a wider range of service offerings, for better assisting customers in solving their Real Estate challenges. - To become a strategic partner and advisor to our customers on the overall delivery of projects. - To become a cultural link between global BLL clients/projects and regional markets, to reaffirm the “Thinking Globally, Acting Locally” concept. Three year objective: - To diversify in terms of sectors, services and geographies. - To become more profitable each year. - That the best people in the Region have Bovis Lend Lease as a referral Company to work for. - To deliver any kind of services, following required BLL Policies & Procedures. GUIDING PRINCIPALS AND OPERATIONAL STYLE General business philosophy: To be competitive avoiding an approach to new business on a price basis target. Win projects through a negotiated model with clients, rather than competing with others on a price basis. Win projects to add backlog needed to grow. Build a diversified and multi sizes projects portfolio that help sustaining business cycles and grow year-on-year. Be providers of top skilled human resources worldwide. Expected behaviors and deeply held beliefs: - To be ethical, fair, honest and respectful of human values. To be collaborative, accountable, proactive and open, both internally and externally. Avoid any perceived or actual conflicts of interest. To live safety at all levels in our business/personal lives, practicing, transmitting and supporting IIF procedures. BUSINESS PURPOSE

  5. BUSINESS UNIT STRATEGY • SERVICE STRATEGY: • Add new services to the current ones for existing and new developer/corporate clients. Begin driving “At Risk” Contracts in Argentina and Mexico, following GMPS and Global Policies & Procedures • CLIENT STRATEGY: • Being repeat clients strategy duly consolidated, a new approach will consist in exploring new alternatives/clients. (PFI, urban regeneration and/or urban development projects based on contacts with large scale private players and governmental plans). • - Mexico: Primary focus is to secure a share of large capital programs planned for Mexico D.F. (such as Apex Residential Project and HSBC Corporate Building), and increase market share in Middle Class Residential and Multinational Industrial projects. • - Argentina: support well known Argentinean business players investments in projects abroad (Brazil, Mexico, Miami and the Caribbean). Consolidate growth tendencies within diversified sectors (residential, retail, industrial, telecom and pharma) with target clients. • - Brazil: consolidate current operation increasing profitability with well known local and international clients. Evaluate partnerships or joint-ventures for reinforcing BLL positioning in the Brazilian construction market. • ECONOMIC OUTLOOK: • New governments trend to strengthen their States role and competitive participation in the economy. • GDPs are increasing in most of the countries in the Region, with positive trends in the coming triennium. • Private investments in other countries of the Region are increasing. • - Mexico: drives very aggressive treaty policies with the entire hemisphere. Investments in other countries of the LA&C Region (telecommunications, industry) as a way of reducing trade, commercial and economic dependence from USA. • - Argentina: economy activity has been increasing more than the expected (2003 GDP increase was an 8.3%). Default negotiation terms should reaffirm this positive trend. • - Brazil: is assuming the role of leader of regional economy (Mercosur) expanding companies throughout the subregion • SECTOR STRATEGY: • Focus on strengthening existing market sector positions in: • Residential • Multisites (Retail, Offices & Commercial) • Industrial GROWTH STRATEGY:FY05-07 Plan presents a business case of diversifying services, sectors, project sizes and target clients, operational support to other offices and HHRR provision worldwide.
