  3. I. Meeting Objective This project consists of providing sewer service to approximately 93 property owners in an area consisting of Lutz Rd., Shearin Ave., Early Ave., and a portion of Berryhill Rd. This meeting will provide for public participation for the construction of the sanitary sewer improvement. Discussion items will include proposed sewer line locations, tentative cost for construction, and schedules.

History of the Project 1/30/01 Informational Meeting #1 4/11/01 1st round of site testing 8 sites , slide 4/17/01 2nd round of site testing 4/25/01 DPA Hearing #1 5/30/01 DPA Hearing #2 9/11/01 Commissioners authorize design 7/24/03 County submits application for $570,000 ODOD, CDBG Competitive Water and Sewer Program, and application for $116,000 ODOD, Formula Block Grant Program. 1/04 ODOD notifies County of lack of funds in the Competitive Water and Sewer Program.

  7. IV. Procedures for Completion of Project Debt Service/Grant Funding: A. Conduct Public Hearing (CDBG requirement). B. Make application to ODOD for CDBG, Competitive Sewer and Water Program funding. C. Bid construction of project. D. Begin construction of project. E. Begin application process for LMI connection assistance. F. Complete construction of project. G. Notification to property owners for connection to project. H. Billing for Principal Debt Service.

Cost to Property Owners Project Cost Construction Cost $1,100,000 Engineering (construction admin.) 40,700 Inspection 25,000 Interest during construction 15,000 Miscellaneous (Easements, Permits, etc.) 21,000 Contingency (5% Construction Cost) 50,000 Bond Issuance (Legal) 7,000 Project Cost $ 1,258,700

Construction – Debt Service/Grant Funding: Total Project Cost = $1,258,700 Less $500,000 ODOD,CDBG Assistance Less $100,000 CDBG Formula Assistance Less Up To $75,000 County Assistance Principal Debt Service Balance = $583,700 Principal Debt Service Charge per House $583,700 ÷ 93 households = $6,276.34 per house Quarterly Debt Service Charge per House 25 years: $108.60(4.75%) 20 years: $123.12(4.75%), $87.10(1%)

  10. V. Cost to Property Owners (cont.) 2. Miscellaneous Non-Assessed Cost to Property Owners B. Once a property owner has connected to the sewer line he or she can will receive a quarterly sewer bill. The breakdown of the County rates are listed below: A. Abandonment of existing private sewage system/tanks and installation of a sanitary sewer lateral to the project. Approximate Cost - $1,200. Grant funding to cover this cost may be available for LMI customers.

  11. V. Cost to Property Owners (cont.) Summary of Cost to Property Owners ¹ County sewer rates are being evaluated for possible increases. ² This charge can be eliminated by cash payment Principal Debt Service ($6,276.34).
