Business services statistics on physical persons (informal sector)

This project funded by the European Union aims to collect and analyze statistics on physical persons involved in the informal sector. The criteria for informal sector enterprises include being privately owned, producing goods or services for sale or barter, and being below a certain employment threshold. The project involves surveying a large number of units in different countries, taking into account the challenges of measuring the informal sector. The TACIS project specifically focuses on Kyrgyzstan and Turkmenistan, where pilot surveys have been conducted to collect data on individual entrepreneurs providing computer services. Questionnaires have been developed to gather information on the type of activities, size, location, and other key factors of physical persons and small enterprises involved in the informal sector.

Business services statistics on physical persons (informal sector) Criteria for informal sector enterprises are as follows: Private unincorporated enterprise, i.e. enterprises owned by individuals or households that are not constituted as separate legal entities independently of their owners, and for which no complete accounts are available that would permit a financial separation of the production activities of the enterprises from the other activities of its owners; All or at least one of the goods or services produced are meant for sale or barter transaction Their size in terms of employment is below a certain threshold to be determined according to national circumstances and/ or not registered under specific form of national legislation and/or their employees are not registered Involved with non- agricultural sector, including secondary non-agricultural activities of enterprises in the agricultural sector

Business services statistics on physical persons (informal sector) The informal sector encompasses a variety of activities with different modes of operation hence the number of informal sector units to be surveyed is large in many countries These units are often characterised by features which make their statistical measurement difficult and which are likely to affect the quality of the data obtained Features: small size, high mobility and turnover, seasonal variations in business activity, clustering in specific areas, lack of recognisable features for identification/location, lack of usable business records, possible reluctance to survey participation Various methods of surveying the informal sector rather than one single method only. The most appropriate method always depends upon the measurement objectives pursued, which are determined by the data requirements of each country. A combination of survey methods can be useful for the development of a comprehensive programme of informal sector data collection.

Business services statistics on physical persons (informal sector) TACIS project Two statistical offices from Central Asian Countries took part in the TACIS 9 project within this project refers to informal sector (business services statistics on physical persons) Kyrgyzstan and Turkmenistan Many similar approaches on both countries concerning the legislation on physical persons. Physical persons are registered by tax inspections Some patents or licences are needed for their activities.

Business services statistics on physical persons (informal sector) Kyrgyzstan To improve statistical observation of services, the NSC Department of Consumer Market and Services Statistics has implemented a pilot survey of individual entrepreneurs providing computer services (GKED codes 72.30.0 and 72.40.0) including computer games, data communications, telematics, and other services The survey covered the whole territory of the Republic (seven regions and the cities of Bishkek and Osh). The questionnaire of the pilot survey on individual entrepreneurs (natural persons), providing computer services comprises, beside the amount of services expressed in money terms, questions about availability of office equipment owned by individual entrepreneurs

The aim is to collect data referring to type of activity carried out by the physical persons, number of seats and area of the site, location, size of labour force, incomes, expenditures, number of clients A similar questionnaire was drafted and is be used for small enterprises that perform the same activities It was agreed that the pilot survey will cover physical persons and small enterprises having as main or secondary activity such as restaurants, bars or canteens (NACE groups 553, 554, 555) The sample included the small enterprises and physical persons located in Ashgabat and Ahal regions

Business services statistics on physical persons (informal sector) Turkmenistan The structure of the questionnaires consist of the following: information about the owner of the patent for physical persons and identification information (both for physical persons and small enterprises), legal status, type of activity, information about main and secondary activity, size of business (area of site and number of seats), place where is situated the site and owner of the place, number of waiters and cookers, average number of hour worked,

Business services statistics on physical persons (informal sector) Turkmenistan type of providers for the goods, revenues’ breakdown (%), expenditures’ breakdown (%), breakdown of the turnover by type of products (%), average cost per portion, average of gross margin, number of clients, information about dynamics of revenues and causes

Business services statistics on physical persons (informal sector) Data quality aspects A number of lessons have been learnt from the available survey experience, which can be used to derive certain measures that are likely to be useful in order to reduce non-sampling errors and improve the quality of informal sector survey data A replacement by other units should be avoided as it is likely to bias the survey results; in order to compensate for non-contacts, it would be better to select a larger sample at the outset. Another useful mean of increasing contact rates, as well as the quality of the data obtained, is to interview, to the extent possible, those informal sector entrepreneurs, who conduct their business in fixed locations outside their home, at their actual place of work rather than the place of residence of their household Most informal sector entrepreneurs have a low level of education and do not keep (usable) written records of their activities

Business services statistics on physical persons (informal sector) Data quality aspects advance information of respondents regarding the survey and its purposes; a formal assurance of confidentiality of the data provided; choice of the date, time and place of the interviews in consultation with the respondents themselves; training and supervision of interviewers; establishment of good human relations between interviewers and respondents; design of survey questionnaires which are manageable in the field in terms of content and length, and which are easy to follow and complete by interviewers; second visits to respondents, if necessary; formulation of questions in a way which is understandable for respondents, and which refers to their specific situation and the nature of their activities; and use of short reference periods which enable respondents to provide the required information with sufficient accuracy.

Business services statistics on physical persons (informal sector) Data quality aspects In most circumstances, the maximum length of the reference period will be one month; in some cases, one may even have to use a shorter reference period, such as one week or one day. If respondents are given the possibility to choose the reference period for which they can best provide the requested data, auxiliary information has to be collected which will make it possible to convert the data obtained to a standard reference period Many informal sector activities are subject to seasonal and other variations over time; hence the question arises of how to capture such variations, and to estimate annual values as needed for national accounting and other purposes, through an informal sector survey

Business services statistics on physical persons (informal sector) Data quality aspects For various reasons (including the lack of human and financial resources) it is often not possible to capture seasonal and other variations in informal sector activities at the aggregate level as described above. In such situations, one possible way of measuring variations and of estimating annual values is measurement at the individual level, through data collection in respect of short reference periods supplemented with questions on the intensity of business activity during each month of the year and on the average level of receipts/profits in months of high/low business activity as a percentage of the average level of receipts/profits in months of normal business activity Once the data of an informal sector survey have been collected, they need to be edited thoroughly in order to remove inconsistencies, correct implausible data, and impute missing values. A sufficient amount of time and resources should be allocated for these activities. It is also important to compare the data obtained from the survey with data from other sources, and to make benchmark adjustments to the survey data, if necessary
