Structure • Bringing under one head of service for targeted services 14-19: • The Youth Service • The Youth Offending Team • Responsibility for the development of Targeted Youth Support • Management of Strategic Commissioning for PAYP and IAG in the context of age-banded services for Targeted Services, Schools and Early Years

  3. Drivers of change • Development of Integrated and Targeted Youth Support • Development of the Scaled Approach to Youth Justice • Challenge of joined-up work to reduce NEET for 16-19 year olds • Recognition of the inter-dependency between youth justice outcomes for young people and the delivery of effective non-YOT services • Need for a coherent youth offer

Rationale for the structure • Coherent planning of the continuum of services for 14 to 19 year olds from universal to specialist services to provide continuity and flexible provision • Improving deployment of resources to ensure prevention and earlier intervention for children and young people at risk of negative outcomes • Effective co-ordination of the interface between community safety, criminal justice and youth services • Developing a multi-skilled, flexible workforce able to • provide services to young people where they • want to receive them

What do we want to achieve for children, young people and their families (1) • A flexible range of services and facilities that is available to all young people at times and in places that meet their needs and wishes – less signposting and more direct delivery • Effective earlier interventions that are more flexible • Further sustainable reductions in youth re-offending and first-time entrants to the criminal justice system • Greater continuity for young people being dealt with by the YOT to maintain existing relationships and ensure effective exit strategies

What do we want to achieve for children, young people and their families (2) • More effective and timely assessment of need, without young people having to “re-tell” their story • Stronger support for parents at the time they can make best use of it • More effective engagement and participation of young people in the design and delivery of services • Effective communication of the nature and extent of the youth offer, including the voluntary and uniformed sectors • Opportunities to achieve and build aspirations and ambition

What do we want to achieve for children, young people and their families (3) • Reduction in negative perceptions of young people and greater community concern for their safety and welfare • Improved inter-generational understanding and increased community cohesion • More confident communities that feel empowered to support and celebrate young people’s achievements • And a resilient, flexible structure that will meet future needs for services that are closer to children and young people
