  3. Why is Quality Early Care and Education Important? • For the health and well being of children, families, neighborhoods and society • Parents/students working to support their families • Welfare reform mandates • Research on early childhood development

  4. Long Beach City Master Plan • Community plan for shaping the early care and education system was developed in 2003 • Plan addressed enhancing quality, increasing capacity, and developing resources • Creation of Early Care and Education Committee to address school readiness, professional development, increasing capacity, and facilitating partnerships with school districts, colleges and universities.

Components of HUD/HSIAC • Free home ownership classes through Long Beach Housing Department for family child care providers • Business classes through Long Beach City College • Marketing • Starting Your Own Business • Book Keeping • Start up and expansion of family child care businesses • Information on purchasing homes through Operation Hope & Union Bank- Individual Development Account (IDA) • Lead Abatement made available to family child care homes • Mentoring with experienced providers

Components of Home Visits • Health and Safety checklist • Provided fire extinguishers, smoke alarms, First Aid kits, etc… • School Readiness Activities • Based on Department of Education Standards for Kindergarten • Assessment utilizing Family Day Care Rating Scale (FDCRS) • Through Goals and Objectives (homework assignments) • Other topics: literacy and language development, nutrition, social and emotional assessments, curriculum development, space planning, immunization and health resources

  9. Home Visits One family child care provider who obtained services through Child Care is Good Business purchased this home. Prior to homeownership she was facing eviction because she was watching children.

HUD/HSIAC Grant has assisted: • The community by increasing the availability of quality family child care. • Families by providing resources about the community. • Children by enhancing the environment of family child care homes. • Family child care providers with small business training to increase their income. • In the creation of an ongoing advisory board consisting of expert individuals to create positive change in our community

HUD/HSIAC Outcomes • Referred 40 family child care providers to secure home ownership services • 5 family child care providers finalized escrow on homes and continue to provide child care • 36 family child care providers attended business classes • 11 started a family child care business • 23 family child care providers attended Lead Poisoning Training • Family child care providers have been given the opportunity to receive Lead Abatement and rehabilitation of their homes • Identified a temporary home for family child care providers who are in the process of Lead Abatement and rehabilitation • Enrollment in ESL, GED and Child Development classes • Collaboration with City Departments
