The RPA Trials in Ealing • Part of National Phase 2 Trials “How in Ealing can we work most effectively to secure a full IAG offer for all our young people that supports the Raising of the Participation Age” – but including work in tackling disengagement • Involved in phase 3 Locally-Led Delivery Projects • Focus on Early Intervention, Referral Systems, KS4-5 transition and IAG.

RPA phase 2 trial objectives • The 14-19 Partnership and individual provider partners have developments plans in place for ensuring high quality impartial IAG with a specific focus on RPA, based on sound auditing of current provision against the National Quality Standards • Good practice and new practice developed and shared within the Ealing 14-19 Partnership • The first “RPA at risk” group is identified (currents yr7s and 8s at risk if being JWT and NEET at 16) and an approach is in place for interventions work with that group • Effective communication in place with local employers regarding implications of RPA

RPA trial activities in phase 2 • Supported IAG Audits and Action Planning for all 14-19 providers – against IAG quality standards • Establishment of IAG Learning Network – pursuit of learning enquiries • The first “RPA at risk” group is identified (currents yr7s and 8s at risk if being JWT and NEET at 16) and an approach is in place for interventions work with that group • Student and parent focus groups • Article in “Around Ealing • Meetings with employers

Key Outcomes & Impact : IAG • Supported IAG auditing and action planning well received • IAG Learning network has started to enabled sharing of good practice and school to school working • IAG guarantee developed and starting to be adopted by schools • Positive feedback from schools • Overall partnership IAG point for action identified • Overall IAG good practice report produced and shared • Production of “Who’d be a Tutor?”- An IAG Resource for Non-Specialists • Impact on learners to be captured in phase 3

Key Outcomes & Impact : Engagement • Risk of NEET indicator “RONI” produced (see handout) • RONI used to identify borough “RON” list for year 6-9 • RON list available for each school • NEET churn reports produced for each school • Tackling Disengagement grid developed as key analysis tool (see handout) • Work with two schools looking at their identification and intervention approaches- new interventions being developed • Impact on Childrens Services approach to NEETs work • Impact on some schools, EOTAS starting to focus on NEET at risk cohort specifically

Phase 3 – Current work • Date Analysis and Participation Plan • KS4-5 Transition Project • Further work on Early Identification and Intervention of those at risk – Using RONI • Development of LA referral system for targeted support in post “Connexions era” • Further development of IAG Learning Network as sustainable self-led group • Communication with Stakeholders. -Councillors , officers, providers.

Some Lessons Learnt • Connexions data under utilised • Schools only knew about NEETs at 16 –didn’t see it as priority – • NEET churn data 16-19 had not been shared • Data in many different places • Attainment at KS2 and KS3 not a NEET indicator • KS3-4 most dangerous transition time • Schools really valued IAG support and sharing of practice – more wanted
