  6. Purpose To present a combined plan developed to eliminate the identified ammunition safety hazard at the Ādaži Training Area (ATA), Latvia by moving hazard class 1.1 and 1.2 munitions from ATA to alternate storage locations

Current Situation – Ādaži Training Area, Latvia (1/4) 700m Safety Arcs • Ammo stored in facilities at Ādaži Training Area (ATA) pose a significant safety hazard for soldiers conducting training • Net explosive weight of HAZ Class 1.1 and 1.2 ammo in excess of 40K kg. Hazard Zones in excess of 700m. • - LSA, DFAC, MED Facility, FCP, Motor Pool and portions of the training area are all within the safety arcs/hazard zones (includes the entire ATA Compound). • - Operating within the ATA compound is in violation of US Army, DOD and NATO Safety Regulations • Significant US Army Activities & PN Activities At Risk: • - LVA INF BDE – Daily training at base and on ranges (1,000 PAX) • LVA IN CO- ISAF pre-deployment training in NOV & MAY ea year • - MI ARNG (2-week exercise each year and several TCT’s) • * Operation Summer Shield pre-deployment tng (MAY-JUN 10) • * MP Escort and Convoy Security TCT (JUL 10) • - SABER STRIKE ERC Project (AUG - SEP 10) • - SABER STRIKE 11 (OCT 10); SABER STRIKE 12-13 • - Estonia Scout BN Pre-deployment Training (OCT & APR /YR) • Proposed Course of Action • Eliminate the safety hazard by relocating 1.1 and 1.2 munitions from ATA to alternate munitions storage locations • Request COM USEUCOM CCIF as appropriate to upgrade Aluksne munitions storage facility to NATO standard for immediate and ultimately, enduring use • This proposed COA eliminates the need for CG USAREUR to sign interim waiver (CORA) ICW: LVA JHQ and MOD; USEMB-Riga; ECJ3, ECJ5; 21st TSC; JMTC Safety; U’R Safety; G4; G3 IOD ACTO: Kevin Volk 370-8119

Current Situation – Ādaži Training Area, Latvia (3/4) • The Latvian Land Forces Commander sent an official request for assistance to CG USAREUR on 27 May 2010 • 21ST TSC CG and ECJ4 pledged full support during BH 10 visit to ATA (10 June) • LVA MOD COA involves moving all hazard class 1.1 and 1.2 ammunition (212 metric tons) from the facilities at ATA to storage locations at Valmiera (100km) and Aluksne (200km) • Significant Host Nation prep work at ATA currently underway for movement to alternate munitions storage sites • USAREUR provided subject matter experts, 14-18 June 10 to assist the HN in planning to safely package, transport, and store the identified 1.1 and 1.2 hazard class ammunition
