Why the need for a protocol? • Historical / cultural linkages between SADC countries. • Need for economic integration of the region (SACU and single currency debates) • Security considerations • SADC Processes (especially SADC Inter-state Security and Defence Committee) • Migration as a modern day phenomenon & reality (globalization) Caring, compassionate and responsive

  4. 2. The ‘Evolution’ of the Protocol The Protocol was first presented to SADC over ten (10) years ago. It stayed in SADC structures for years because of a number of technical areas of disagreement which were later resolved last year (with South Africa presiding over the meeting of senior officials negotiating the protocol) Caring, compassionate and responsive

  5. 3. Critical Requirements • Nine signatories to give effect to the Protocol • Technical Committee • Co-ordination between Member States • Strengthening Bilateral Arrangements • Technical Cooperation Caring, compassionate and responsive

Challenges • Contributions by State Parties – a funding formula? • Harmonisation of laws • Bilateral arrangements – platform for gradual and an inclusive process of integration • Addressing economic difficulties in Member States • Forced migration issues • Research on migration and development Caring, compassionate and responsive
