  2. 21st Century Community Learning Centers program Purpose: • To provide opportunities for academic enrichmentand tutorial services • To offer students a broad array of additional services, programs, and activities to reinforce and complement the regular academic program • To offer families of 21st CCLC students opportunities for literacy and related educational development

Fiscal Requirements • It is important to note that this is a REIMBURSEMENTonly grant. • All subgrantees must initially expend their own funds prior to receiving reimbursement from the state. • It is highly recommended and expected that all applicants have the working capital to sustain full program operations for a minimum of three months. • GaDOE will not reimburse a funded applicant for expenditures that are not allowable under the 21st CCLC program and for expenditures that were not approved in its budget.

  4. Fees and Program Income • Programs must be equally accessible to all students targeted for services, regardless of their ability to pay. • Programs that charge fees may not prohibit any family from participating due to its financial situation. • The priority of the program is to serve students who attend high-poverty and low-performing schools; therefore, families could be compromised through program fees.

  5. Fees and Program Income • Programs that opt to charge fees must offer a sliding scale of fees and scholarships for those who cannot afford the program. Income collected from fees must be used to fund program activities specified in the grant application. • Program fees must be added as program income, and must be used for the purposes and comply with the conditions of the award and with applicable statutes, regulations, and policies of the 21st CCLC program. • All programs mustreceive approval, in writing, from GaDOE prior to implementing a fee-based system.

  6. Reporting Fraud, Waste, and Abuse • Anyone suspecting fraud, waste, or abuse involving 21st CCLC funds or programs should report it immediately to: • LEA’s or Non-LEA’s management • GaDOE Office of Legal Services • Office of Inspector General (please refer to Subgrantee Operations Manual for additional information)
