  3. May reviewrequirements The review board unanimously agreed that, prior to this phase of the commission a number of safety aspects must be addressed. Once the open issues have been addressed and the written reports on the matters have been approved by the stakeholders, a second safety review is needed. The review can take place as soon as the approved safety documentation is made accessible. Safety matters to be addressed Operational procedures A complete set of operational procedures must be written for the safe operation of the HRM facility, including interlocks, ventilation and operational constraints and how these must be implemented. Operational procedures must also foresee abnormal conditions and accident scenarios. In addition, the HRM facility must have a proper search and secure procedure similar to other CERN areas with primary beams. Risk and incidents with fire Together with GS/FB and EN/CV, establish the intervention rules for the HRM in case of fire including emergency escape routes. Cooling station and other equipment in front of the beam dump The present location of the water cooling station (and other equipment such as patch panels) in front of the beam dump is not optimal. The committee recommends to improve the design and to implement the modifications during the long shutdown in 2012/2013. Safety file A first version of a safety file for the HRM facility, approved by all stakeholders.
