JRC’s Mission … to provide customer-driven scientific and technical support for the conception, development, implementation and monitoring of EU policies … …the JRC functions as a centre of science and technology reference for the EU, independent of private and national interests...   3. Implementing the JRC Mission … in implementing its mission, the JRC….. … .. depends on intensive networking with public and private institutions in the Member States (2500 partners, 300 from AC / CC ) JRC – Brussels on 10.02.04

More than 25% of all EU legislation has a significant S&T basis (e.g. food, chemicals, environment, energy) • advanced analytical requirements, e.g. GMOs; • harmonisation - best practice – validation; • training. • As a service of the European Commission, the JRC provides in-house scientific and technical support to Community policy making In the last 2 years, the JRC has been involved in over 70 pieces of EU legislation Rationale JRC – Brussels on 10.02.04

The JRC and the Enlargement • Strategic Objectives: • To help the AC / CC in dealing faster with the “EU acquis” in areas of JRC competence • To contribute to the development of the “European Research Area” • Main Target: • To achieve full working involvement between the AC/CCs and the JRC, consistent with the level enjoyed by current MS JRC – Brussels on 10.02.04

  10. 44% of EU budget on agriculture • 5% of farmers declarations checked with RS (JRC) • Advances in technology improve process by: • interpretation of very high resolution satellite imagery; • accurate positioning with GPS and ortho-imagery • feedback /controls via Internet • Focus on AC/CC countries: • Assist development of integrated control system • Predictions of crop harvests • Carry out Pilot projects Example 1: S&T support to Agricultural Policy JRC – Brussels on 10.02.04

Pilot Project: automatic supply of vessel detection to fishing monitoring centers in Baltic countries (39 minutes after Radarsat data acquisition) Example 2: S&T support to Fishery Policy • Use of remote sensing to identify non-compliant fishing vessels (switched off GPS) • successful pilot studies in Flemish Cap, Azores, North Sea, Biscay • Commission proposed operational use as part of reform of CFP.   12. Example 3: Traceability of Livestocks New Regulation (Dec 2003) on mandatory identification of sheep and goat species includes Electronic Identification. Preparation of revised regulation for bovine species About 100 devices tested (boluses, eartags, injectable) in JRC lab Pilot projets in 6 MS with best devices (910.000 Animals, 6077 Farms) 8 workshops / pilot projects planned in 2004 in Lithuania, Poland, Czech, Romania, Bulgaria, Turkey, Malta, Western Balkans Development of methods for animal and meat traceability from birth to consumer using a combination of EID and DNA fingerprinting (future) JRC – Brussels on 10.02.04

Example 5: Inventory, Regulations and Environ-mental Impacts of Toxic Mining Waste in AC/CC A contribution to Enlargement: • Report on the regulatory experience in Candidate Countries • A country-wide approach to the inventory and assessment of environmental impacts • A methodological procedures and a platform for information exchange to collect, use, compare and deliver back data • The work preparedthe the Communication as an initiative of the Commission to support inventory of mining waste sites on a regional basis JRC – Brussels on 10.02.04

Example 6 - Illicit Oil Discharges in the Black Sea • Mapping of illicit oil spill pollution activity : Image interpretation combined with statistical analysis for • Development of improved methodologies for estimation of relevant parameters concerning oil spills and spilling scenarios • Identifying areas facing chronic pollution and support the development of an integrated approach for early warning and prompt response Modeling and simulations to reconstruct pollution scenario Spills in the Black Sea (year 2000) (880 satellite images analyzed - 452 spills detected) JRC – Brussels on 10.02.04

Submit joint proposals to FP6 calls JRC applies to FP calls on “equal footing” and on “competitive basis” equal to all other organisations • In 2003, the JRC has been involved in about 200 research proposals submitted to various FP6 calls • Over 70% of these proposals include one or more partner(s) from Enlargement countries JRC – Brussels on 10.02.04

Establishment and participation in scientific networks Example: ENGL - The European Network of GMO Laboratories • A network of 45 laboratories supporting the Food Community policies including Acceding and Candidate Countries • Development of science-based validation and harmonization of most modern analytical tools for the traceability and authentication of GMOs and their derived products • Several training courses for identification and labeling of GMO in food products at Ispra • A new multimedia course designed for AC/CC being finalised (June 2004) JRC – Brussels on 10.02.04

Advanced training courses and workshops • Some 70 workshops / training courses jointly organised in 2003 with policy DGs dealing with S&T aspects of EU policies • More than 1000 AC/CC experts trained in these workshops (designated via the AC/CC missions to the EU) – data base soon on-line examples JRC – Brussels on 10.02.04
