Guardia Nacional (Key Points) Emmanuel Chavez Chief Inspector of the Guardia Nacional Guardia Nacional uniform Guardia Nacional: • Divided into 3 security branches: • Guardia Municipal; • Guardia Provincial; and • Guardia Costera. • Principle Missions: • Law enforcement; • Counter-drug, counter-smuggling, and counter-terrorism operations; and • Airport and Seaport Security. • Problems in the force: • Widespread corruption and taking of bribes. • Many officers former pro-Beltran SIS guerillas. • Generally, education level is low amongst officers; some officers have college degrees. • Currently, no females in the force. • Desert-camouflage is duty uniform.

Guardia Nacional (Key Points) Guardia Municipal: • Municipal police and internal security force. • Jurisdiction limited to Ensenada and Santa Rosalia; Guardia Provincial (GP): • National Police operating in rural areas from established outposts; • Three Legions / Regional Headquarters: • Castillo Nuevo: • San Felipe; and • San Ignacio. • Companies deployed in rural areas. • Act more as a deterrent against banditry than actively pursue criminals or conduct criminal investigations. • Working relationship between Guardia Municipal and Guardia Provincial is poor: • Information sharing and mission coordination between 2 police forces is poor; • GP work independently.

Guardia Nacional (Key Points) Guardia Costera patrol boat Guardia Costera F-27 Friendship Maritime Surveillance aircraft Guardia Costera: • Divided into two flotillas: • High Seas Patrol; and • Coastal Surveillance. • Operate out of 3 Ports: • Ensenada (also location of air wing); • San Felipe; and • Santa Rosalia. • Equipment: • 6 Zhuk-class patrol boats (2 at each base); and • 2 x F-27 Friendship maritime surveillance aircraft (based at Ensenada).
