  2. Why are we here? . . . • Oncor will be able to support prepaid service (consistent with P.U.C. Subst. R. 25.498) by June 1, 2009 through the use of interim solutions and processes. • Pursuant to P.U.C. Subst. R. 25.498(h)(4), if REPs notify Oncor which of their customers are prepaid, Oncor will reconnect power to such a customer after disconnection for non-payment within one hour of receiving notice from the customer’s REP requesting that the customer’s power be reconnected if the customer has an AMS provisioned meter with remote disconnect/reconnect capability. Why are we here? • Oncor shall create new, separate discretionary services for disconnect and reconnect of a pre-pay customer who has an AMS provisioned meter with remote disconnect/reconnect capability. The costs associated with providing these interim services will be included as recoverable costs in a reconciliation under P.U.C. Subst. R. 25.130(k)(6). Oncor and REPs will develop a process through which REPs will designate which of their customers are pre-pay customers.   4. Defining the Process … • AMIT Project 5 (Retail Market Interface) conclusions for AMS deployments • No desire for a Tx Set release • No new Transactions • No new fields in Transactions

Defining the Process • Oncor recommends using a Priority Code 5 in the 650 Transactions to identify a pre-pay customer with a provisioned AMS meter for purposes of a disconnect for non-payment (“DNP”) and reconnect after a DNP (“RNP”). • REPs will be able to determine if a customer has a provisioned advanced meter through the Oncor monthly reports • Priority Code 5 not in use today with any TDSP • Priority Codes can be defined for up to 99 different types • Works within the confines of existing Service Order Transactions for DNP and RNP • Least impactful to TDSP and other Market Participant systems compared to TX Set version release • Not overly expensive to achieve {additional language added to show use of Priority Code field in DNP’s}

  6. Pre-Pay Process Flow for AMS Meters . . . • Disconnect/Reconnect process for a pre-paid customer with a provisioned AMS meter • REP has a customer on a pre-pay product according to P.U.C. Subst. R. 25.498 • REP sends listing of ESIIDs on pre-pay products to TDSP daily[CNP does note require a list] • REP sends a Disconnect for Non-Pay Transaction (650-01) to the TDSP with a Priority Code 5 • TDSP validates that the premise has a provisioned advanced meter • If yes, TDSP disconnects service using its AMS system. TDSP will schedule disconnections in the early part of the day so that customers can have the opportunity to pay the REP and get reconnected the same day.   • If no, TDSPprocesses the Transaction as a standard disconnect {additional language added to address DNP}

Pre-Pay Process Flow for AMS Meters • Disconnect/Reconnect process for a pre-paid customer with a provisioned AMS meter (cont.) • Customer pays REP • REP sends a Reconnect Transaction (650-01) to the TDSP with a Priority Code 5 • TDSP validates that the premise has a provisioned advanced meter • If yes, TDSP reconnects within one hour of receiving notice from REP • If no, TDSP processes the Transaction as a standard reconnect • The discretionary service charge for the DNP and the RNP will be $0 for each if the customer has a provisioned AMS meter and the service order request was sent by the REP as a Priority Code 5. Otherwise, the standard discretionary service charges for DNP and RNP will apply. {additional language added to clarify charges}
