CJMHSA Reinvestment Report • Brief Background: Legislative Approval 2007 • FS 394.659 (1) (a) – (f) Annual Report – DCF Grant Funded Activities; Availability and Accessibility of Jail Diversion/Re-entry Initiatives; Data submitted to DCF; Impact Reports from Counties; Local evaluations, 100% Local Match Funds • Planning (12 ) and Implementation Grants (11) 07-10 • 2011 = Implementation (9) and Expansion (5) Grants • State-County- CJMHSA – Provider Partnerships

CJMHSA Reinvestment Plans • CJMHSA Planning Councils – Either with the Public Safety Coordinating Councils or Establishment of Special CJMHSA Committees in Each County • At least ½ of the Counties have utilized the Sequential Intercept Mapping Process, resulting in a focused CJMHSA Strategic Plan, Memorandum of Understanding or Agreement (MOU/MOA) and concrete Action Plan with responsible leaders • These plans have positioned counties for consensus on best practices and pursuit of other grants/awards

Key Partnerships • Florida Partners in Crisis – Judges & Advocates • DCF, Florida Association of Counties, FADAA, Florida Council, USF, Former SAMH Corp., NAMI, etc. • Shared Leadership, Knowledge of Community-based systems, Managing Entities, Sustainability ($) • Strategic Planning – Active involvement in CJMHSA Planning Councils and Promoting Recovery • Reduction of 916 Forensic Admissions/Discharges • SAMH Advisory Council = Advocacy Role with Counties, DCF and Existing Statewide Partners

Best Practices in Development • Forensic Intensive Case Management Teams • Inclusion of Peer Specialists on various teams • Co-occurring Courts; Veterans Courts • Discharge Planning & Supportive Housing • Expansion of CIT & Crisis Response Capability • In-jail screening and comprehensive assessments • Benefits planning and SOAR • Trauma Informed Training • Sustainability Plans – Cash and In-kind

Value Added Impact: • Sequential Intercept Mapping and Action Planning has been a tool to keep CJMHSA Planning Councils on track and successful – Winning Federal Grants • Grants have been a catalyst to Partnerships • Emerging Data and Local Evaluations • Providers responsiveness to National Best Practices • Public Education about SAMH, Healthcare & Justice • Cross-Systems Training Opportunities • Partners in Crisis = www.flpic.org

  7. 2011 – 2014 Grant Awards • Expansion Grants; County; Model(s) – Features • Alachua County – Forensic Diversion Team – case Management, Peers, Trauma, Wraparound • Lee County – Low Demand Triage Center; Shelter – Capacity for 58; Management – Data & Evaluation • Miami-Dade – Misdemeanor & Felony Diversion; Large Scale Crisis Intervention Teams CIT; Benefits – SOAR program SSI/SSDI Outreach, Access & Recovery

  8. 2011 – 2014 Grant Awards • Expansion Grants Continued: • Orange County – Central Receiving facility – Transitional Housing (ANCHOR) to Permanent Housing; Case Management • Pinellas County – Focused outreach; “Chronic inebriates”; Jail-based treatment, detoxification and linkages to housing for homeless • Leadership in these counties = Judges, Public Defenders, Providers, County Human Services

Grant Awards 2011-14 • Implementation Grants – Model(s) – Features • Charlotte County – CIT, Discharge Planning, case Management, Linkages to housing – USF Evaluation • Collier County – Forensic Intensive Reintegration Support Teams, CIT, Peer specialists, NAMI • Duval County – Mental Health Court, Screening and comprehensive evaluation • Flagler County – Expanded CIT, Mental Health Diversion and Substance Abuse Residential Treatment

Grant Awards 2011 - 2014 • Lake County – Forensic Community Services Team, Screening, Assessment, Treatment, Case Management • Marion County – Expanded Mental Health Court – Divert & Phase II Personalized Court Case Plan • Monroe County – CIT & Jail re-entry linkages • Osceola County – Fellowship House – Co-occurring SAMH Re-entry Treatment • Palm Beach County – Housing and Supportive Services, Companion BJA Grant

FY 2013 – 2016 Applications • Legislative appropriation of $3 million • USF-FMHI CJMHSA Technical Assistance = $200K – subcontracts with Partners in Crisis, family & Consumer consultants & National experts • Projected - $ 2.8 Million for Seven (7) new implementation grants @ $400,000 per year for 3 Years plus 100% local match or an $800,000 program • Applications submitted 7/7/13 • Inter-agency review – DCF, DOC, DJJ, DEA, Courts • Notification of Grant Review 8/9/13 Start up 10/1/13

USF-FMHI – Other • National Center Among Homeless Veterans (USF, VA, UPENN, UMASS, Yale) – Model Development – National – Housing First, Safe Havens, Community Resource and Referral Centers (CRRC) • Projects to Assist Persons Transition Through Homelessness (PATH – 22 Florida Programs) • Baker Act Reporting Center • Florida Forensic Examiner Training • Various Medicaid Studies & Pharmaceutical Research
