    2. 2 Company Overview Pittsburgh Public Schools is the largest of 43 school districts in Allegheny County and second largest in Pennsylvania. We serve approximately 26,000 students in Kindergarten through Grade 12 in 64 schools. In addition, Early Childhood programs serve three- and four-year-olds in classrooms across the city. There are more than 5,400 employees enrolled in the current health and welfare programs Population: Highmark covered active employees approximately: 3,828 Highmark covered retiree employees approximately: 983 UPMC covered active employees approximately: 250 UPMC covered retiree employees approximately: 11 COBRA Total: 64 currently on COBRA with Highmark 4 currently on COBRA with UPMC 175 currently on COBRA with UCCI

    3. 3 Company Overview Current Benefit Plans Offered: Four medical plans through Highmark Four medical plans through UPMC Two dental plans through UCCI One vision plan through Davis Vision for those employees with Highmark HMO One vision plan through VBA for those employees with UPMC EPO (HMO)

    4. 4 Introduction Pittsburgh Public Schools is conducting a response for proposal for COBRA administration services. In addition, this response should include a response for Direct Billing services and capabilities for the Retiree only population. Therefore, we are looking for a quality, cost effective COBRA administration solution for the Pittsburgh Public Schools as well as a Direct Billing capability for the Retiree population. It should also be stressed that solutions and service will be a key consideration in the selection process. As such, your proposal should place emphasis on your scope of services and ability to deliver in the following areas: Program Administration Personnel Timeline and Delivery Technical Capabilities Reporting Capabilities Please note that the low cost bidder may not be awarded this business if they do not predict excellence in the items listed above. Pittsburgh Public Schools will select a partner who provides a global, proactive audit solution. Describe what distinguishes your company from your competitors and why your company would be a good fit for Pittsburgh Public Schools

    5. 5 Program Administration Provide details of your COBRA Administration process and Direct Billing capabilities including: Description of personnel who will be assigned to Pittsburgh Public Schools Details of their professional experience Proposed interaction with Pittsburgh Public Schools administrators Provide these details with service features assuming an October 10, 2011 award date and a January 1, 2012 effective date Provide sample copies of: Communications Standard and ad hoc audit reporting Provide sample contract language detailing COBRA Administration responsibilities and requirements, and Direct Billing services and capabilities.

    6. 6 Financial Arrangements and Proposed Guarantees Provide standard fee structure Indicate any additional charges above the standard fees, such as: Implementation and Takeover fees Employee communication fees System or programming costs Reporting fees Provide detail of proposed performance standards and guarantees: Accuracy and Timing of Communications Document Processing Technology/System Guarantees Customer Service

    7. 7 Proposal Submission Proposals must be delivered by September 12, 2011 @ 12:00 PM EST.     8. 8 References Provide the names, addresses, and phone numbers of three educational references similar in size and scope to Pittsburgh Public Schools

    9. 9 Terms Award or Rejection All qualified proposals will be evaluated and the award will be made to the organization whose combination of cost and services are deemed to best satisfy the objectives of Pittsburgh Public Schools. Pittsburgh Public Schools reserves the right to accept or reject any proposal submitted. This document is in no way to be misconstrued as a commitment to purchase on the part of Pittsburgh Public Schools. Binding Proposal Acknowledgment It will be assumed that all representations made in your proposal will be binding until January 1, 2012 and that your organization has agreed to all requirements of the RFP unless specifically stated otherwise in the format of your proposal. Pittsburgh Public Schools reserves the right to accept or reject any response to the RFP without explanation. The bidder will absorb all costs of the response and Pittsburgh Public Schools cannot be held accountable for any costs incurred for the bidding process. Confidentiality Statement The information provided in this proposal is confidential and proprietary to Pittsburgh Public Schools and has been furnished on a confidential and restricted basis, and is submitted only for your internal use to evaluate the proposal. In consideration of the receipt of this document, you agree not to use this information except in the evaluation of this proposal or reproduce or make this information available to any party in any manner except to your organizations employees who are directly responsible for the evaluation of its contents. Your organization is given a non-transferable right to reproduce this work only for its own internal purposes described above and to prepare derivative works for such purposes. Any other reproduction or use, and any display or other disclosure or dissemination to other parties, by any method now known or later developed, of this material or the information contained herein, in whole or in part, without the prior written consent of Pittsburgh Public Schools is strictly prohibited.
