One of the most effective means to improve functioning of the market Once agreed upon politically, easy to implement technically Recent European initiatives (EC, ERGEG, Eurelectric, ETSO etc) emphasise need for TSO data. Information from market operators (PEX) and market players is of equal importance. Transparency is not only about publishing data on a web site. Well functioning market mechanisms (PEX, balancing market etc.) enhance transparency, too. Nordel strongly supports increased transparency

Published primarily through NordPool web, rest via TSOs based on agreement with TSOs or liabilities of PEX membership ensures simultaneous release to all players in whole region Compared to EU guideline on congestion management Nordic area largely meets the requirements. Improvements are however needed: clarity on applied principles in congestion management and capacity allocation generation availability of unit size 100-200 MW some demand and generation forecasts data on merchant links Compared to ERGEG's Good Practice guideline (recommendation) Fair transparency established in areas like transmission and balancing. But .. unharmonised practices and unavailable information, in particular on system load, generation and wholesale market easy and free accessibility not fully in place State of Art inside Nordic area

Reasonable availability of capacity information on most interconnectors Kontek has full transparency due to market coupling by Nord Pool, DK/Jutland - Germany is transparent as well some limited info on capacities of other external links on NP homepage Lack of relevant information from other side of the border on wide range of issues demand generation transmission wholesale market State of art on Nordic external borders

Contents unavailability of data: fill the holes described above Distribution some of the data not available free of charge access to data on NP site could be easier (e.g. download) avoid overlapping and mismatch between PEX and TSOs (PEX preferred as centralised information channel) Legal generally no obstacles from national laws on confidentiality Inter-regional (DE and PL borders) A transparency platform (ETSO initiative) to be established Further steps to improve Nordic transparency
