Problems that Have Come up LatelyPage 1 • IS ICDs for projects that should not be delegated away from the JROC • IS ICDs are supposed to be for narrowly scoped software development efforts • Too much detail in ICDs • ICD requirements should NOT look like KPPs and KSAs • ICDs should have high-level operational requirements of what needs to be done, NOT how to do it • Documents presented before the AoA is complete • CDDs and CPDs must NOT be presented until the AoA is completed and out-briefed to the JROC

Problems that Have Come up LatelyPage 2 • Services are not considering joint approaches • Services are presenting ICDs for Service-specific problems and are not considering related Joint and other Service ICDs • We need to work common approaches and architectures rather than allowing divergences to continue • Update a Joint ICD if there is something missing for a particular Service, rather than five ICDs attempt to address the same overarching problem set
