  5. Who? • Delegates (elected representatives) from nine colonies

  6. What? • “Stamp Act Congress” (that’s what they formed). • “Congress” means a meeting of important people

  7. When? • 1765

  8. Where? • New York City

  9. Why? • To create a petition to the King protesting the Stamp Act

  10. What did the Stamp Act Congress declare? • The right to tax the colonies belonged to the colonists, not Parliament

  11. 4. What was the purpose of the group called the “Sons of Liberty”? • They were a secret society formed to oppose British policy

  12. 5. What did members of the Sons of Liberty encourage? • Colonists should Attack customs officials and burn the stamps

  13. 6. What was the most effective form of protest? • The Boycott

  14. 7. How do we know that the boycott worked? • The Stamp Act was repealed (withdrawn)
