Methodologicalbasis developed • Methodology for management of sector qualificationsdeveloped (Methodology for development of sector profile, template for sector strategy and actionplan) • Methodology for development of VET occupational standards, qualifications & curricula developed and adopted by AVETAE • Handbook for planning and development of VET occupational standards, qualifications & curricula written and published

Human resources development program 2.1 Contents & Figures Qualification management and planning • 70 days of seminars, WS, with over 1800 participants Development of OS, qualifications and curricula • 230 WG meetings with another 2300 participants Adaptation of international best practices in qualification management and development • 3 study visits with60 participants for senior AVETAE staff, SC member, key stakeholders, qualification developers

  8. 2.2 Main target groups trained in HRD program • VET qualification management & planningDecision-makers, designers, managers of VET qualifications:Agency staff, SC members, key stakeholders, qualification planning coordinators • 300 Key stakeholder (SC, AVETAE, et.) • 15 qualification planning coordinators • 30 trainers for qualification planning & development • VET qualification developmentDevelopers of VET OS, qualifications and curriculaadvisors, WG coordinators, WGs with employers, subject experts, teachers • 15 development specialists and advisors, • 15 development WG coordinators, • 250 developers in WGs

Development support • 14 Sector Profiles developed • 26 VET occupational standards, qualifications & curriculadeveloped • Data base containing all 26 VET occupational standards, qualifications & curricula established • Handbook for qualification planning and development written and published

Dissemination of results • Web pageas dissemination tool (events, resources, forum, etc.) • Flash animated movie on the qualification development process • Methodology brochure for main stakeholders • 5 huge dissemination eventswith 400 participants in partnership with AVETAE, MoSES, CAE, CCE, VET schools • Presentation of the Sector Profile approach to policy makers and related institutions • Presentation of methodology and results in qualification development to developer community

SustainabilityFour reason why the Project results & impact will remain • High number of specialists involved on different levels • About 300 VET specialists were actively included into project implementation process. Another 500 were involved in workshops,trainingand dissemination activities • Large scale field test • Resources (developed methodologies, trained specialists and coordination mechanisms) were successfully tested in large scaled field tests developing 14 sector profiles and 26 VET occupational standards, qualifications and curricula in two successive sets of 13.

Dissemination of results SustainabilityFour reason why the Project results & impact will remain • Recognition in relevant institutions • All key stakeholders of VET were involved in the Project (Project Steering Committee, WG 1). Each of them showed a very positive attitude towards Project outputs. Joint dissemination events targeted at their staff or members organised (AVETAE, MoSES, CCE, CAE). • Introduction into VET Schools • The first step is made with the adjustment of the teaching programme in school year 2011/12 in VET schools based on qualifications and curricula developed by the Project.

Projectmanagement „Resource pool” approach • Facilitate commitment of MPP through participative approach in project management • Make project resources available to achieve the agreed and jointly adjusted objectives • Use the project management tools of Administrative Order and Addendum to plan new outputs according to newly arising needs of MPP

Project management • Flexible Project management allowed to produce a number of additional outputs requested by the MPP or initiated by the Project: • Development of a methodology for qualification planning and 14 Sector profile • 3 additional meetings of all 13 Sector Councils • 2 additional capacity building study visits (for 40 Sector council presidents & development specialists) • 8 additional days of strategic WG 1 meetings • Financial & organisational support to 230 meeting for 26 developer WGs • Additional dissemination events • Development of a data base • Development of an animated movie on VET qualifications
