Njovu: • Senior Manager – Design & Monitoring - Zambia Revenue Authority (Domestic Taxation) • Member of organisations representing civil society on the Governance Monitoring & Evaluation Committee of Zambia: (i) Chairperson – Zambia Evaluation Association (ii) Board Member – Civil Society for Poverty Reduction (Umbrella organisation for > 40 NGOs in Zambia Windhoek – 4-11-2009

Case study – Civil society involvement - Zambia • ZEA helping civil society and cooperating partners to improve monitoring and evaluation of projects; especially CSPR members. • CSPR representing member NGOs in various areas of socio-economic national development ; pro-poor advocacy. • ZEA helping CSPR in research, national annual budget tracking and monitoring national development plans. Government & quasi-government M & E officers • Value to GMEC – Professional expertise in monitoring and evaluation. • Challenges: • Lack of experience in country-led assessments • Lack of financial resources to conduct country –led assessments Windhoek – 4-11-2009

Reasons: • Government adherence to international and local agreements. • Member NGOs been for a long time dealing with governance issues. • NGOs and government more to gain in working together in the field of governance. • In polygamous marriage (Common partners assisting both NGOs and government) Windhoek – 4-11-2009

Case study – Civil society involvement - Zambia • In Zambia governance assessments efforts are led by the government of Zambia through the Government Monitoring and Evaluation Commmitte. • The National Statistical Office is called the Central Statistical office (CSO) • CSO is a member of GMEC Windhoek– 4-11-2009

Case study – Civil society involvement - Zambia • Assessment of governance in Zambia: • Helped by GTZ and Inwent • Trained initially 3 Zambians in measuring democracy, governance and HR – (Windhoek - 2007) • Conducted training for GMEC members and others to localise Zambia’s governance assessments (Lusaka – 2008) Windhoek – 4-11-2009

Case study – Civil society involvement - Zambia Assessment of governance in Zambia (continued): • Key stakeholders from Civil society and government participated in the government assessment training (1st half of 2008 – Lusaka) • Key stakeholders drafted questions for inclusion in governance survey questionnaire with guidance from Dr Ken Mease • Survey performed by CSO • Report not released by CSO. Government approval required. Windhoek – 4-11-2009
