Challenge Grant ProgramWater 2025: Preventing Crises and Conflict in the West • Eligible applicants are irrigation and/or water districts in the western U.S. • The 2005 Challenge Grant Program funding is for $20 million a year over 5 years, with $4 million per year earmarked for desalination related funding • EPWU eligibility as applicant confirmed verbally last March by Bert Cortez

Objectives of the FY 2004 Challenge Grant Program(May Change for 2005 RFP) • Invite Irrigation and Water Districts to cost share with BuRec on projects that Make more efficiency use of existing supplies through – • Water Conservation • Efficiency • Water Markets • Encourages Multiple Agency Cooperation

  3. 2004 RFP Eligible Project Categories(May change for 2005 RFP) • Water Banks and Water Markets • New Technologies for Improved Water Management * • Canal Lining • Measuring Devices * * Note: Currently proposed concepts directly related to these categories; indirectly related to other two.

  4. Award Information • Total Project Funding Available Under this RFP is $16 million per year for 5 Years • Schedule: 2005 Program Will Open Late November/Early December (Part of Federal Budget Resolution) • $300,000 Maximum Award (Estimated) - 50% Matching Funds Required • Awards Due April of 2005 (Estimated)

Purpose & Need • City of Las Cruces & Town of Hatch • Additional WQ River Data Needed for SWP Plant Design • EBID • Additional TDS Sensors w/Telemetry at 4 Diversion Dams • Flow Measuring Stations at Multiple Canal Turnout and Control Structure Locations • EPWU • Archive of Daily TDS Data at Major Drains for Future Drain Mitigation Assessments (Desalination?) • Mass Balance of Salts/Dissolved Solids by Source & Impacts on River Water Quality • Additional Real-time TDS Monitoring Sites To Improve Water Treatment Plant Operation • EP#1 – Possibly Similar to EBID, Portion of EPWU

PdNWC Coordinated Database / GIS Project • Funding Component Can be Included in Grant Proposal as Data Sharing Component • Improves Sharing of Archival Data • Improves Accessibility to Real-time Data • Possibly Funding for Phase III Work • GW/Source Protection Layers • Land Use Layers • State Water Quality Standards/BMPs • Other Watershed Modeling Data

  10. PdNWC Coordinated Database / GIS Project • Numerous Benefits of Data Sharing Can be Cited • Facilitates Implementation of Water Banking • Groundwater Data – Role of GW to Rio Grande Water Balance; Conjunctive Water Management Role • Facilitates Research Programs at All Levels

Current Status of Proposal • EPWU Staff Met with Gary Esslinger 9/20/04 • Separate, Partnered Proposals – EBID,EPWU, Coachella Valley Irrigation District, EP#1(?) • EBID Component – TDS w/ Telemetry Sensors at 4 Diversion Dams & ~50 Flow Sites on Canals/Turnouts • EPWU Component - New Flow/TDS Sensor Installation at 4 Major Drains Near Confluence with Rio Grande ($50,000 +/- ) • Include Funding for Data QA/QC for EBID ($25,000 +/-) • Include Funding for PdnWC Coordinated Database Project ($75,000 +/-) • EPWU Meeting with EP#1 Pending • First Draft Target Date is October 30, 2004 (Estimated)
