  1. 2014 Housing Inventory Count (HIC): What you need to know! January 14, 2013

What is the HIC? • Each year, HUD requires each jurisdiction to count its housing inventory on the same night as the Point-In-Time (PIT) count. • This year, these counts will take place on the night of January 22nd. • Housing inventory must be accurate and reflect entire system of beds and units available.

  3. Who completes the HIC? • Any project with beds/units dedicated to serving homeless persons, or for permanent housing projects, dedicated for persons who were homeless at Entry. • Completed for all homeless-dedicated beds projects, regardless of funding source. • HUD Program Types: • Emergency Shelter (ES) • Safe Haven (SH) • Transitional Housing (TH) • Rapid Re-housing (RRH) • Permanent Supportive Housing (PSH)

  4. How does it relate to HMIS? • For the first time, we will be collecting and entering HIC information into HMIS. • HUD strongly encourages the use of HMIS when generating the HIC. Some information we already have and some we will be gathering and entering. • Will improve our reporting abilities.

  5. Basic Project Information • Project Name • Addresses • HUD Grant Number • Funding Sources • Program Type • Emergency Shelter • Safe Haven • Transitional Housing • Rapid Re-Housing • Permanent Supportive Housing

  6. Expansion • New Inventory • Beds and Units that became available between February 1, 2013 and January 21, 2014 • Under Development Inventory • Beds and Units that are fully funded, but not available as of January 31, 2014.

  7. Current Inventory • Numbers must accurately reflect beds and units currently available on the night of the count. • Total Bed and Units • Chronic Homeless Bed Inventory* • Veteran Bed Inventory* • Youth Bed Inventory* • *Subcategory beds must be dedicated to serve those populations!

  8. Current Inventory • Beds and Units by Household Type • Households without Children • Households with at least 1 adult and 1 child • Households with only Children • Unoccupied Beds/Units • Household types these beds could have housed.

HMIS Participation • How many beds participate? • “participate” means that reasonable efforts are made to enter all UDE’s for clients in that bed. • Provider Name in HMIS • Provider ID Number • HMIS Participation Start Date • Date on which a change in number of beds participating last occurred.

Populations Served • Target Populations • Single Males, Single Males and Females, Households with children, etc. • Sub-target Populations • DV: Domestic Violence • HIV: Persons with HIV/AIDS • CHI: Chronic Homeless Individuals • SA: Substance Abuse • DD: Dual Diagnoses • ExO: Ex-Offenders • YP: Pregnant or Parenting Youth • ONLY IF AT LEAST 75% OF CLIENTS SERVED FIT THE DESCRIPTOR!

Unmet Need • Estimates based on your experience: • Percentage of clients whose homelessness could be resolved through each program type. • Example: We think 25% of our clients in ES program would have their homelessness resolved through Emergency Shelter, and 50% through Transitional Housing, and 25% through Permanent Supportive Housing. • It is assumed PSH/RRH clients would not benefit from ES, TH, or SH, so these questions would not be applicable.

  12. Submitting the Form • New format: Google Forms! • Review questions on PDF prior to entering the form. You will not be able to save answers until you submit. Must have answers prepared and ready to complete. • Counts should reflect inventory on night of January 22nd. Forms are due by no later than January 24th. • One form for each applicable project. • Information is also sent to other contacts. Coordinate responses within your agency.
