The Problem: Nationwide • According to sociologist Matthew Desmond, it is estimated that 2.3 million evictions were filed in the U.S. in 2016 — a rate of four every minute. • "Eviction isn't just a condition of poverty; it's a cause of poverty," Desmond says. "Eviction is a direct cause of homelessness, but it also is a cause of residential instability, school instability [and] community instability."

  3. PILOT PROGRAM DEVELOPED • The Arizona Department of Housing entered into contract with six (6) Community Action Agencies to address the high numbers of evictions happening throughout Arizona. They are all up and operating. • Maricopa County Human Services • Glendale Community Action • CSET – Pima County • CAHRA – Pinal County • NACOG – Yavapai County • WACOG –Yuma and Mohave Counties

Eviction Prevention Financial Assistance-The program is targeting individuals/households at 60% or below AMI who have received a five day notice of eviction due to non-payment of rent in specific zip codes filed in the targeted justice courts. Contracted entities will be responsible for scheduling initial interviews, determining eligibility, and facilitating immediate financial assistance to those who qualify.

  6. Assessment • What is the situation/crisis that has caused the HH to receive a five day notice? • What is the HH budget in relation to the monthly rent and income? • Are there any issues with the unit that have caused friction between the HH and the landlord?

  7. Follow Up • If assisted, is the HH rent sustainable for at least the next 90 days? • If assisted, is the HH willing to maintain contact with the program during the three month period following the assistance?

Communication and Strategy • Regular EP stakeholder meetings and discussions • Open communication between EP stakeholders and ADOH Special Needs Staff- (Eligibility issues and/or Assessment questions) • Communication/Referral between programs when applicable. • Communication with Landlords and/or constables • Using Data to drive outreach- Justice Courts

The Goal: • Facilitate increased access to informative and efficient Eviction Prevention services throughout the state of Arizona. • Develop partnerships and contract with agencies to provide eviction prevention funding, collect data, and continue to develop best practices around eviction issues. • Strengthen coordination statewide to measure impact of Eviction Prevention assistance dollars, analyze data, and develop strategies for further program development.
