Protection Cluster Strategic Objective-Broaden the objective to include Protection of civilians and Vulnerable groups • Strengthen and boost the indicators Needs analysis, narrative-Broaden and strengthen it, highlight the various groups-IDPs, conflict affected, marginalized Target groups broaden to include all categories –Country wide picture and prioritize the vulnerable e.g. IDPs, Returnees, marginalized • Need to make Protection the center of all action • work with the Government as the key role player

Project selection and prioritization Projects should be about, Protection is about prevention, redress and response • Legal framework-IDP policy • Inclusion of IDPs in National Dialogue • Other policies needed to be in place Identify other gaps from assessments and advocate for necessary policy e.g. access to justice Work with GOY to enhance Redress-ROL, administration of justice Response-Multisectoralservices, referral

Cont, • Project to create a common understanding amongst all actors on Protection-with ministries, humanitarian actors, CSOs and community members • Projects on-In collaboration with MOHR and other related ministries conduct a Nation-wide assessment, identify the magnitude, prioritize • On Implementation Capacity-New actors, specialized agencies, if not enough advocate for more actors

Cont, • Projects on Capacity building, mentoring, seconding pple and working together ministries, clusters • Projects to have Linkages with other objectives-Protection should be the center, protection mainstreaming, joint assessments and projects. • Balance between emergency and government priorities
