Each of the 14 Commerce and Trade agencies actively contributes to the Commonwealth's economic strength and high quality of life. COMMERCE and TRADE SECRETARIAT Demographics The 14 agencies of Commerce and Trade employ approximately 2,800 people and do business in 97 separate locations across the Commonwealth and in six (6) international offices. Largest Agency:Virginia Employment Commission (VEC) Smallest Agency: Board of Accountancy

COMMERCE and TRADE SECRETARIAT COMMERCE and TRADE SECRETARIAT Agency Missions • Virginia Employment Commission • Providing the Commonwealth’s workforce services that promote maximum employment to enhance the economic stability of Virginia. • 949 full time and 593 part time employees • 40 offices across the Commonwealth • Virginia Housing Development Authority • Assisting low and moderate income Virginians in obtaining safe, sound, and decent housing. • 300 employees • Department of Mines, Minerals, and Energy • Enhancing the development and conservation of energy and mineral resources in a safe and environmentally sound manner to support a more productive economy. • 235 employees

COMMERCE and TRADE SECRETARIAT COMMERCE and TRADE SECRETARIAT Agency Missions • Virginia Tourism Corporation • Promoting and developing Virginia’s tourism business by supporting and expanding the Commonwealth’s domestic and international travel markets – more visitors to Virginia, staying longer, and spending more money. • 105 employees • Economic impact of tourism on Virginia: $15.2 billion in 2003. • Department of Professional and Occupational Regulation • Serving and protecting the citizens of the Commonwealth by administering and enforcing those laws and regulations necessary for their health, safety, and welfare. • 146 employees • Regulates 34 occupations and professions through 19 boards; licenses or certifies more than 265,000 individuals and businesses.

COMMERCE and TRADE SECRETARIAT COMMERCE and TRADE SECRETARIAT Agency Missions • Department of Labor and Industry • Making Virginia a better place to work through the promotion of safety and health in the workplace, establishment of best employment practices, and job training. • 180 employees • Department of Business Assistance • Supplying business with value-added services such as workforce training, financing, small business development and increased business communication through the industry visitation program. • 49 employees

COMMERCE and TRADE SECRETARIAT COMMERCE and TRADE SECRETARIAT Agency Missions • Department of Housing and Community Development • Improving the quality of communities in Virginia through technical and financial assistance, as well as regulatory oversight. The Department supports the creation and preservation of affordable housing, assures the health and safety of Virginia’s buildings and works to enhance the vitality of the Commonwealth’s communities. • 137 employees • Invests over $100 million into housing and community development projects throughout Virginia each year. • Virginia Economic Development Partnership • Aggressively recruiting and encouraging the expansion of businesses, industries and entrepreneurship in the Commonwealth; creating employment with higher income opportunities; significantly increasing capital investment and the expansion of the tax base. • 112 employees • 6 foreign offices and 6 offices across the Commonwealth.

COMMERCE and TRADE SECRETARIAT COMMERCE and TRADE SECRETARIAT Agency Missions • Department of Minority Business Enterprise • Expanding the growth and development of the Commonwealth’s minority businesses, creating new jobs through the full participation of the minority community in Virginia’s vigorous free enterprise system. • 25 employees • Tobacco Indemnification and Community Revitalization Commission • Serving the Commonwealth by providing compensation to farmers for the decline of tobacco quotas and promoting the economic growth and development in tobacco-dependent communities. • 12 employees

COMMERCE and TRADE SECRETARIAT Technology Investment Process What questions have to be answered before the Secretary provides support for new technology projects? • What is the business case for the technology solution? • What business needs does it serve? • Will the technology more efficiently and effectively meet customer needs? • How does it fit with Gubernatorial/Secretariat/Agency priorities? • Has the scope of effort been identified? • Are the proposed costs well-outlined and are the costs appropriate? • Are funds available and what is the funding source(s)? • What is the return on investment and cost/ benefit? • Will the technology increase productivity? • Have other solutions for proposed issues been evaluated? • Have risks been identified and is there a plan to reduce to acceptable levels? • What is the timeframe and is it appropriate? • Does the agency have an acceptable implementation strategy? • Has an acceptable project management plan been developed?

COMMERCE and TRADE SECRETARIAT Technology Initiatives Priority IT Programs / Projects EAGLES (Electronic Access to Government Licensing and Enforcement System) – DPOR Purpose: To develop a web-enabled application that will replace DPOR’s primary business systems, CLES and ETS,  in order to support the Department's new business needs. Lines of Business:Consumer Protection; Direct Service for Citizens; Regulatory Compliance; Controls and Oversight; Revenue; General Government; Public Affairs. Priorities:Meeting the needs of stakeholders in a more efficient and effective way; Maintaining Virginia’s top ranked business climate; Sustainable economic development; Best managed state government.

Customer Contact Centers (CCC) – VEC Purpose:To be the cornerstone of VEC’s service delivery system redesign to make major components of the unemployment insurance and job services programs more accessible to its customers.These virtually integrated call centers are the phone option of VEC’s service delivery strategy providing our customers the ability to file a claim, inquire about an existing claim and register for work via our automated voice response system and our customer service representatives. Lines of Business: Community and Social Services; Economic Development; Income Security; Workforce Management; Direct Service for Citizens; Controls and Oversight; General Government. Priorities: Workforce development; Meeting the needs of stakeholders in a more efficient and effective way; Sustainable economic development; Business climate; Best managed state government.

Web-Enabled Financial Management System – VEC (Approved for planning phase) Purpose: To replace VEC’s current financial system, originally developed in 1969, in order to significantly improve usability and efficiency, enable VEC management to have timely information for decision-making purposes, and to provide more effective reporting to federal funds sources. Lines of Business: Financial Management; Controls and Oversight; Planning and Resource Allocation; General Government. Priorities: Best managed state government.
