Dutch programme on AB Citizens • Administrative burdens for citizens (since 2003): • Reduction of the burdens relating to top ten annoyances of citizens (problems with appeals, no once of date, difficulties with getting a ID-document, etc.) • Target of 25% less between 2003-2007 • Quality of governmental services rated at least a 7

  3. Definition of AB • Definition of administrative burdens: ABCitizen comprises the costs incurred by citizens in complying with information obligations ensuing from government regulations. It includes both compliance with information obligations and the exercise of rights. • Examples:

Measuring AB citizens (1) • Standard Cost Model for Citizens (SCMC) measures in: • Time in hours (T) • Out-of-pocket costs (e.g. notary, travel costs, stamps in Euros (C) • Quantity (Q) – number of people affected by the AB • AB Citizens = TxQ and CxQ • People find time more burdensome than costs (in Euros)
