FOREST CERTIFICATION IN THE AMAZON • demand far exceeds certified production • 500,000 ha in corporate and community forests • transactions costs --> support to good practices • capital costs --> subsidize investments • capacity building --> train management teams • Buyers Group <-----> Producer Group

  5. FSC-certified plantations • 1 million ha • eucalyptus, pine, teak • cellulose, panels, flooring, tools, charcoal, furniture, etc.

FSC Brasil evolution • Working group formed in 1997 • WWF-Brasil support key • Executive Director experienced in industry • FSC Brasil established as National Initiative • Norms for terra firme forests • approved by FSC-International in 2002 • Norms for forest plantations • not yet approved, but applied in practice • FSC-accredited certifiers: • Imaflora (SmartWood), SCS and SGS • Over 50% of certifications conducted by Imaflora

CERFLOR national scheme • Led by forest industry initially in 1991 • Institutional structure established in late 1990s • INMETRO (natl. standards authority, accreditation) • ABNT (training/capacity-building) • technical committees include government • PECF recognition in process • accredited certifier (BVQI), auditor training courses • Certification of industrial plantations • Inpacel (SP): 50,000 ha - 2003 • Aracruz Cellulose (BA): 166,000 ha - March 2004 • Technical norms for natural forests - 2004
