  4. Who we are (a little bit of history...) November 1995 – A research group from Production Engineering should develop an integrated platform (Stela Platform) for supporting distance learning education regarding the administrative processes. The platform should also be compatible with the national information systems in S&T. March 1996 – Stela Platform is launched with a surprising perception by the national media. UFSC - PPGEP

  5. Who we are (a little bit of history...) 1997 – CNPq sets us a challenge: to manage the systems that should take car of the 3rd National Pool of R&D Groups. 1998-2004– CNPq hired us to the conception, development and deployment of Lattes Platform (in collaboration with other institutions)

  6. 2002 - StelaInstitute begins as a start up from Grupo Stela. It is a non profit Organization for R&D in IT and Knowledge Engineering. We have 65 collaborators among doctors, masters, and graduated in Production Engineering, Computer Science, Information Systems, and related areas. Who we are (a little bit of history...) Stela Institute Mission “To combine scientific research with technological innovation for knowledge generation that leads to organizational and social development”

  9. Introduction Innovation Law(2004 e 2005) • Establishes incentives to innovation and scientific and technological research in industry • It aims to reach technological autonomy and capacity in industrial development • Presidential act last October (11/10/2005) Demand for a Portal • Genesis. In 2004 the Ministry of Science and Technology was interested on “INVENTEC Project” from Bahia State (from 1998). • Demand. In 2004 MCT asked CGEE (Center of Strategic Studies and Management) an instrument that could support cooperation between University and Firms, particularly in the context of Innovation Law.

  11. Main Issues in Building such a Portal 1. How to capture the national knowledge in ST&I in a systematic and continuous way? 2. How to make such competences available to firms for contact and collaboration? 3. How to know the firms demands on ST&I so the collaboration can start from both sides? 4. How far the current technologies and methodologies can lead a cooperation project such “Portal Inovação”? ?

  12. What is the Innovation Portal? • The Innovation Portal is an electronic governmental service with systems specially designed to users related to the national innovation chain. • As a Portal, this environment supports processes of location, contact and correspondence between firms and technical-scientific community. Systems and resources accessed via Web E-Governmental Architecture
