Perspective • Having been to a destinationhas a lot of benefits Jim or James Bridger (March, 1804 – July 17, 1881) was among the foremost mountain men, trappers, scouts and guides who explored and trapped the Western United States during the decades of 1820-1840. In 1850, looking for an alternate overland route to the South Pass, he found what would eventually be known as Bridger's Pass, which shortened the Oregon Trail by 61 miles. Dan Heily’s Experience Base • Dan Heily’s experience include: • Writing Statements of Work • Budgeting • Source Selection • Development of multiple very large systems • Test & integration • Operation, • Configuration Management • Policy Development / Coordination Presentation to the MITRE EDAC

Dan Heily’s Employment History • CIA: • Systems Programmer • Entered the BCS Program Office 6 weeks prior to source selection as 1 of 3 government SW engineers (worked on segments 2, 3, 4, 5 and 6 • Detailed to DMA Special Project Office for Exploitation Modernization (SPOEM) • Wrote the pattern SOW and Cost Proposal instructions for Mark 90 • Was the subject matter expert on the team that wrote the DMA Configuration Management Manual (6,000 copies produced) • Ran the budget office for a new satellite program in the Data Communications Group • IDEX and major TENCAP program Presentation to the MITRE EDAC

Cardinal Documents • Memorandum of Agreement for Joint Configuration Management Procedures(signed by the three highest civilians in DMA) • DMA Configuration Management Manual(over 6,000 copies produced) • MARK 90 pattern SOW and cost proposal preparation instructions (used to bring DMA into the digital age) • DCGS Acquisition Standards Handbook for Imagery (DASH-I) signed by the Director NGA • Information Sharing which dovetails with the JCS Instruction titled “Horizontal Integration of Warfighter Intelligence” and relates SOA, TPED to TPPU transition, Mission Managers as described by the WMD Comm.
