  3. 1. A quick intro to development projects... What is a development project? --> a set of coherent activities (works, studies…) to be implemented in order to achieve development results. Projects and Programs: --> Individual projects or groups of projects each financed by one donor. Sector wide approaches: --> Groups of projects and other activities co-financed (pooled resources) by several donors Budget support --> Sets of activities included in the country ’s budget, and supported as a whole, by one or several donors.

The stakeholders of a development project • The Beneficiary (or borrower, in the case of a loan) • The entity (government, firm…) to which the funds are loaned or granted, and which will make the payments in the case of a loan. • Donors • The entity (government, institution) which loans or grants the funds. • Target groups • The group of people who will directly benefit from the project. The group of people targeted by the project ’s objectives. • The responsible Agency • The entity (ex: Ministry) which initiates the project, and is responsible for achieving its objectives. (Usually issues the policy). • The implementing Agency • The entity which manages, and is responsible for, the project • implementation (procurement, reporting…) • The operators/contractors • Firms or consultants who provide goods, works and services during • the project implementation • Other stakeholders

The project Cycle • An overview of the Project cycle • The financing of a development project by a bilateral or • multilateral donor follows key steps and procedures… • … and it takes time! • to identify, prepare and appraise the project • to determine the right institutional setup • to reach the financing decision • to implement the project • to evaluate the project • It’s important to be familiar with the standard procedure • in order to work effectively with international development • institutions.

  10. Monitoring Project Preparation Evaluation Is the project ’s implementation satisfactory? What are the project ’s development objectives? How can we check if the objectives are achieved? Is the project likely to achieve its development objectives? What procedures will be applied? Was the project satisfactorily implemented? Were the development objectives achieved? What lessons can we draw from this?
