Why is the Focus on LEBs Important • Environmental remediation and environmental services are growth industries • New technologies/techniques/knowledge have changed the economics of brownfield site reclamation • The STPA, rightly, has had a strong policy focus on LEB from the beginning • Proactively managing LEB participation and impacts means that more Cape Breton and Nova Scotian businesses will get work, gain experience and be able to leverage that capability into other business opportunities – this is our objective

What Are We Doing on LEB Management • The Earth Tech/CBCL Team put forward a robust plan for managing LEB impacts • The Centerpiece is the Sydney Design Center – one aspect of its mandate is to secure new business that will advantage local companies/service providers • We are tracking all impacts resulting from the Design Engineering Contract • We are working with small businesses through supplier development and vendor briefing sessions – these will be timed to be held in advance of contract release • We are working under a principle of inclusiveness to ensure that benefits are spread across the community • We are working with First Nations – Unama’ki Communities • There is an educational focus – linking learning and research to project activities • We are consulting with stakeholders – economic development groups, Boards of Trade, the Cape Breton Partnership

  4. Approach • We have an economist as part of our team • We track all inputs and outputs relative to the DE contract • Designate impacts as Cape Breton, Nova Scotia, Rest-of-Canada • We work with contractors doing work to collect • Employee information • Origin and costs of goods and services

  5. Early Trendlines • Over a period of 3 quarters the impacts are: • Gross expenditures - $18.95 million • Cumulative employment impacts (direct, indirect and induced) – 136.9 FTEs • Cumulative wages and salaries - $5.99 million • As sub-contracts advance the impacts will be greater

  6. Keeping Your Eye on the Ball Businesses need to: • Register their company on the STPA business registration site • Follow the progress of work on the site and attend supplier development and vendor briefing sessions • Consider teaming arrangements with other companies if necessary
