An Ounce of Prevention = A Pound of CureCRC, CAA & High Water Mark (HWM)Utility-Funded Documentation Requirements • BPA reviews claims made through the Planning, Tracking & Reporting (PTR) system. With minimal exception, BPA only has the numbers and letters on the screen to determine the acceptability of the claims made. • Customer’s use of the PTR system enables their retention of supporting documentation. This means customers do not need to copy and mail volumes of documents to BPA to receive reimbursements or acceptance of claims made. • The documentation in customer’s files and the unique number that ties those documents to the PTR system reports are critical to the successful use of the PTR system. The unique report number is the link from the PTR system to the documents in the file and to the measures installed and operating in end-use consumers’ facilities. • The documentation BPA requires customers to keep in their files is more comprehensive than the information that must be entered into the PTR system. The amount of information entered into the PTR system and the documentation required varies by measure. That is, we require less documentation for residential CFLs, and more for custom projects. • BPA has developed a Documentation Requirements document in response to questions asked about our requirements. This document provides requirements in general, as well as specific requirements for selected measures. • The Documentation Requirements document is updated as BPA’s requirements change, or as customers ask for information on measures not specifically included in the document. • The documentation requirements apply to CAA, CRC and the utility-funded HWM measures. • During oversight visits, the COTRs review the CAA, CRC and utility-funded HWM files and conduct site visits to validate the claims made in the PTR system. BPA will make corrections to the amounts reimbursed or credits provided as necessary based upon our oversight review findings • If you are unsure of the requirements, please ask.
