  19. 15th October 2012 - European Council Conclusions • With the Council Conclusions we have now a shared EU and MS policy….. • The Council welcomes the Communication and puts forward a : • ….."renewed and more ambitious policy in support of civil society, with a focus on CSOs from partner countries and an emphasis on CSOs’ engagement to strengthening democratic processes and accountability systems and achieving better development outcomes" • The Councils Conclusions put additional emphasis on: • Rights-based approach to development • CSOs and gender equality • CSOs in contexts of fragility, crisis and post-conflict

Focus on country level: Enhancing CSOs' and LAs' contribution to development and governance processes 2. Strengthening CSO and LA networks in the field of development at regional, EU and global level 3.Development Education and Awareness Raising initiatives fostering citizens' awareness and mobilization for development issues. Development and Cooperation

Agenda for Change: 'geo differentiation' and 'sector concentration' Geo differentiation: • A4C: EU to target its resources under geographical funds where they are needed most to address poverty reduction and where they could have greatest impact • This TP can intervene in all types of countries, tailoring intervention depending on country status (i.e. LDC, fragile, MICs, "graduated" countries). Sector concentration: • A4C: EU support under geo funds concentrated in 3 focal sectors + additional envelop for CSOs in ACP. • TP not bound to intervene only in the 3 sectors, … but maximising added-value & coordination with other instruments.
