  4. Developing the District Improvement PlanDocuments Needed What document(s) do I need? The requirements for Title I districts and non-Title I districts are different. Be sure to use the document appropriate for your district for the upcoming (2012-2013) school year. There are 3 choices: Instructions and Forms for Developing the District Improvement Plan for Non-Title I Districts Instructions and Forms for Developing the District Improvement Plan for Title I Districts with Multiple Schools Instructions and Forms for a Title I District Comprised of a Single School. This document is for Title I districts comprised of a single school that have received a dual (DINI and SINI) designation. NH Department of Education

From the NHDOE home page at http://www.education.nh.gov/ • Documents for Title I Districts: • Select “T” on the subject index alphabet in the top section of the homepage • Select “ Title I, Part A” • Select the “Title I Districts in Need of Improvement (DINI) Information” box • Select and download the documents appropriate to your district. • Documents for Non-Title I Districts: • Select the letter “D” on the subject index alphabet in the top section of the homepage • Select “Districts in Need of Improvement”. • Select “2012-2013”. This brings you to the 2012-13 DINI web page at http://www.education.nh.gov/instruction/school_improve/dini.htm • Under the heading “For New Districts n Need of Improvement”, select the “Non-Title I District Improvement Plan” document.   7. Developing the District Improvement PlanDistrict AYP: How is the DINI Designation Made? • District AYP is calculated for students in the aggregate for whom the district is responsible. Out-of-district-placed students are included in the district AYP calculation. • Districts with only one level (elementary/middle OR high school) that do not make AYP in a content area are reported as “did not make AYP” in that content area. • Districts with two levels (elementary/middle AND high school) must miss AYP in the same content area at both levels to be reported as “did not make AYP” in that area. • The DINI designation is made when a district does not make AYP for two consecutive years in the same content area (does not need to be for the same subgroup). • To MAKE AYP, a district with two levels must make AYP in one of the two levels to be reported as making AYP in a content area. Developing the District Improvement PlanState and Federal Statutory Requirements New Hampshire’s school and district accountability statute (RSA 193:H) requires the development of an improvement plan for any district officially designated as a district in need of improvement. The plan must describe at a minimum: (1) the area(s) in which the district did not make adequate yearly progress for two consecutive years, resulting in the designation as a district in need of improvement; (2) measurable goals and objectives to reduce identified achievement gaps in the area(s) for which the district is designated as a district in need of improvement identified; NH Department of Education

Developing the District Improvement PlanState and Federal Statutory Requirements (3) the activities the district will implement to address and improve the underlying issues most likely affecting student achievement in the identified area(s); (4) a description of how the activities will improve outcomes for low-achieving students; and (5) a Memorandum of Understanding signed by the Superintendent of Schools, assuring that certain practices and policies are established and implemented. Developing the District Improvement PlanState and Federal Statutory Requirements Districts receiving Title I funds must also meet the requirements set forth in Section 1116 (b) of the federal No Child Left Behind Act of 2001. In addition to the previously referenced items (1) through (5), Title I district improvement plans must includeItems (6) through (9): NH Department of Education

Developing the School Improvement PlanState and Federal Statutory Requirements (6) the professional development needs of the Instructional staff serving the district; (7) strategies that: • are supported by scientifically-based research; • address the fundamental teaching and learning needs in the schools; • address the specific academic problems of low-achieving students; • have the greatest likelihood of improving the achievement of students; • promote effective parent involvement in the schools; and • incorporate as appropriate, activities before, after school, during the summer and during an extension of the school year; NH Department of Education

Developing the District Improvement PlanState and Federal Statutory Requirements (8) an assurance that parents, school staff and others were consulted in designing the plan; and (9) the technical assistance to be requested by the district from the NH Department of Education or other technical assistance providers. Developing the District Improvement PlanState and Federal Statutory Requirements Required Focus of the Plan In contrast with other strategic plans which may be broader in scope, such as your district’s technology or professional development plan, this improvement plan must focus specifically on goals and strategies to improve student achievement in the area(s) in which the district did not make Adequate Yearly Progress (AYP), resulting in the designation as a district in need of improvement. Developing the District Improvement PlanState and Federal Statutory Requirements Duration of the Plan The district improvement plan is in effect for a two-year period (school years 2012-2013 and 2013-2014). While your planning process should encompass a two-year period, you will be submitting an action plan for the 2012-2013 school year only. The action plan for the second year is submitted in conjunction with a required annual progress report at the end of the 2012-2013 school year. The “district in need of improvement” designation is removed once the district makes Adequate Yearly Progress (AYP) for two consecutive years in the content area(s) for which the district is identified. Developing the District Improvement PlanState and Federal Statutory Requirements Deadline for Submission In accordance with state and federal law, the improvement plan must be submitted within 90 days from the close of the AYP appeals process (May 4), at which time the designation as a district in need of improvement is final. Deadline for approval of the Title I DINI parent notification letter is June 15, 2012 (should be received by the NHDOE by May 15th). The District Improvement Plan must be submitted electronically (via e-mail) by August 1, 2012. As the plan is a public document, Title I districts must post their completed plan on the district website. Non-Title I districts are strongly encouraged to also post their plans. Developing the District Improvement PlanReview and Approval Process Plan Review and Approval Process Consistent with state and federal accountability law, the local school board is the responsible entity for oversight of a school or district’s plan for improving student performance. To that end, the NH Department of Education, during the 2011-12 school year, clarified its role in the plan review and approval process, resulting in a shift from reviewing all plans to an indicator-based process for determining if a plan/progress report is “in need” of review. The indicators include, but are not limited to: NH Department of Education

Developing the District Improvement PlanReview and Approval Process Plan Review and Approval Process • a school’s cumulative AYP index score in the “all students” category, and its ranking in relation to other schools in the state; • whether one or more schools in the district meets the state’s definition as “persistently low performing”; • the number of years the school or district has been identified for improvement; • program-specific requirements (i.e. the use of Title I SINI/DINI professional development set-aside funds, alignment to PD master plans, Title III Corrective Action requirements, etc.) • a request from the school or district for specific feedback on areas of concern . Plans submitted by schools in SINI status Year 1-3, as well as districts in DINI status Year 1 and 2, will be reviewed “as needed”, based on the indicators referenced above, or upon the request of the school or district. • Which plans/progress reports are not affected by this change? Plans submitted by schools in SINI status Year 4 and higher, as well as districts in DINI status Year 3 and higher, will continue to be reviewed. NH Department of Education

Developing the District Improvement Plan Required Components: The Plan Abstract Form Page 3: The Plan Abstract In two pages or less, summarize: • The plan development, review, and dissemination process. • Who was meaningfully involved? • Who was consulted? • How was the plan reviewed prior to submitting it? • How will it be disseminated and explained to others, especially those who were not directly involved in its development? Developing the District Improvement Plan Required Components: The Plan Abstract • The underlying, “root cause” issues identified as most likely helping or hindering student achievement, especially the achievement of students below proficient in the content area(s) for which the district is identified. • Be specific about what was identified and how. Identify which of the issues will be priorities for the school’s Action Plan. NH Department of Education

Planning Grant Application forNew Title I Schools and Districts In Need of Improvement • FUNDING Any Title I school or district newly identified as in need of improvement is eligible to apply for planning funds not to exceed $3,000. • TIMEFRAME The project period may start on or after May 15, 2012 and must end no later than August 31, 2012. Funds may not be obligated until such time as your planning grant application has been received and approved by the NHDOE Title I Office. NH Department of Education

USE OF FUNDS • Use of funds is restricted to activities directly related to the development of the required plan. • Funds are to be used to hire a facilitator. • Remaining funds may be used to: • bring in an outside expert; • cover costs to participate in training related to the content of the plan: • Pay staff for work done outside regular contract hours; • pay for substitutes; • visit other schools/districts; • cover local team meeting expenses or other needed allowable expenses NH Department of Education

Developing the District Improvement PlanPlanning Resources Both resources support this recommended planning process: • Establish a core planning team with clear roles and responsibilities; • Conduct a “check-up” (Self-Assessment) of current district practices and programs designed to improve student achievement, so to answer these questions: What did we implement and why? (the “Here’s What”) What were the results? (the “So What”) • Identify the location of student achievement gaps to determine which students are falling behind and in which areas. Your district AYP reports are only one measure of student achievement, but can usefully serve as a starting point for “digging deeper” to examine student strengths and weaknesses. Other data sources can also help. NH Department of Education

Developing the District Improvement PlanPlanning Resources • Examine conditions, issues, practices, or policies that may be contributing factors to either helping or hindering student achievement; • Determine which of these factors are within the district’s control, and then decide what to tackle first (prioritizing); • Move the priorities into a realistic action plan (the “Now What”); and • Monitor the plan for effectiveness as well as timely implementation.
