  1. The story of this unit Monarchs realize that they have to reform in order to maintain power. They also realize that they can use Nationalism to their advantage as a means to control their nation. The German states unified into a larger Germany. The Italian states unify into a larger Italy. With this new confidence, monarchs realize that their main enemy is NOT the middle class and lower classes of their country but EACH OTHER – this signals the end of the Congress of Vienna’s influence. Diplomacy is out of style – war is “in”
