INTEGRATED JUSTICE SYSTEM STRATEGIC GOAL • The strategic goal of the IJS Programme is to achieve the objective to Integrate and Automate the Justice System. • Achieving this goal will contribute to the greater efficiency in the management of cases, persons and exhibits, in conjunction with the measures instituted by the various role-players insofar as attaining: • Shorter case cycle times; • A greater throughput of cases through the system; • Fewer withdrawals of cases; • No lost case files; • Fewer postponements of cases; • Reduced awaiting trial prisoner population; • Greater conviction of the guilty; • A better prioritisation of cases involving young offenders, sexual offences, and priority crimes; • A contribution towards the eradication of corruption. • Improvement of Crime Intelligence.

INMATE TRACKING SYSTEM BENEFICIARIES • Department of Correctional Services: • Provide capabilities for tracking, placing, & locating of detainees. • Manage individual detainees & not population numbers. • Allow for verification of identity through biometric fingerprint & photo image capabilities. • Provide more efficient access to detainees by officials within sections. • Enhance daily operations e.g. roll calls, daily lockups, cell register, added secure environment. • South African Police Service: • Enhance presentation of detainee for transportation to court. • Assist towards investigations. • Department of Justice and Constitutional Development: • Supportive towards minimising court delays – detention cycle time. • Department of Social Development: • Allow greater access to detainees for social work activities. • Community: • Improve community interaction. e.g. bail payments, visitations, etc.

INMATE TRACKING SYSTEM CORRECTIONAL SERVICES REQUIREMENT • Requirement for an Inmate Tracking System: • Durban Medium A Correctional Centre – population average 6,500 detainees. • Johannesburg Medium A Correctional Centre – population average 8,000 detainees. • Problem: overcrowding. • Detainees must be physically identified when: - • Admitted (nationally approximately 23,000 monthly). • Released (nationallyapproximately22,000 monthly). • Monthly Roll Call (Can take up to 5 days to complete). • Visitations (nationally Over23,000 visits per day). • Bail is paid (nationally approximately5,000 payments per month).

  11. INMATE TRACKING SYSTEM CORRECTIONAL SERVICES REQUIREMENT Problem: Daily, upto 500 detainees scheduled for court appearances at Johannesburg & Durban Medium A Correctional Centres – per day, 30 to 40CANNOT be found for court OR are erroneously identified during presenting.

INMATE TRACKING SYSTEM PROJECT CHARTER STATEMENT “The Inmate Tracking System with its interfaces is designed to incorporate an automated solution, to track the movement of each detainee within the holding facility, also replacing the manual fingerprint verification procedure within the processes of Admissions, Releases, Roll Calls, Visitations, Bail Payments, Incarceration, and Rehabilitation”.

INMATE TRACKING SYSTEM COMPONENTS • Five Basic Components: • Personal Tracking Device (PTD) – radio frequency (RF) transmitter tag. • Transceiver Unit (TU) – radio frequency (RF) receiver. • Personal Digital Assistant (PDA). • Tracking and Application software. • Computer platform & interface to existing facility management system (Admission, Detention, & Release System).

  16. INMATE TRACKING SYSTEM PERSONAL TRACKING DEVICE (PTD) • Comprises of four primary components: • Active radio frequency (RF) tag: • Tamper resistant bracelet & housing: • Unique identification device: • Battery (5 year lifespan)

INMATE TRACKING SYSTEM TRANSCEIVER UNIT (TU) Sovereign • Grid of Transceivers – radio frequency area covers entire holding facility. • Individual transceiver radio frequency reception fields overlap. • Each radio frequency transmission includes: • Identification Number • Tamper status • Battery status.

The detainee moves through the facility with the PTD attached, transmitting a radio frequency signal, which is picked up by a number of RTLS transceiver units, effectively tracking & placing the movement within the facility, & depicted as a 2D text-based or a 3D graphic output. INMATE TRACKING SYSTEM PERSONAL DIGITAL ASSISTANT (PDA) • Each section allocated a Personal Digital Assistant which is connected to system network through Wireless network. • Personal Digital Assistant contains: • Detainee personal data (registration number, name, photo image). • Location detail (position, instructions, alarms). • Unique radio frequency asset tag number. • Identification reader – verify detainee identification. • Battery status. • Allows wardens within the sections to interact with the system.

INMATE TRACKING SYSTEM TRACKING & APPLICATION SOFTWARE • 2-Dimension (2D) & 3-Dimension (3D) displays of facility. • Continuous, simultaneous tracking & placing of all detainees - within a 3 Meter radius. • Provides detainee identity verification capabilities. • Tamper alarm monitoring. • Presence / Absence alarm monitoring. • “Go / No-Go” area alarm monitoring. • Roll call (“lockup”) functionality. • Audit / history trails • Unauthorized Personal Tracking Device detection.

  22. INMATE TRACKING SYSTEM PROJECT APPROACH System is “1st in the World” within incarceration environment – technology mainly untested! Decision to publish a Request for Proposal for procurement of a pilot solution for 2 x Correctional Centres. Solution Provider to implement & handover to department for evaluation. Department to undertake evaluation of pilot in terms of strategic business aspects including economic feasibility, functionality, & security. Executive to decide on further rollout. Inmate Tracking System to continue as an operational system within pilot sites.

  23. INMATE TRACKING SYSTEM PROJECT MILESTONES The Inmate Tracking System Pilot Project launched 16th May 2001. Request for Proposal published October 2001. Request for Proposal responses evaluated March 2002. Contract awarded February 2003 – to the Exponant Consortium. Tripartite Contract signed July 2003 (DCS, SITA, & Exponant). Durban Medium A Correctional Centre Handover: 5 November 2004. Johannesburg Medium A Correctional Centre Handover: Scheduled 2nd September 2005.

  24. INMATE TRACKING SYSTEM ISSUES EXPERIENCED SITA involvement in Request for Proposal approval & contract awarding protracted. Technical solution was problematic and the resolving thereof was time consuming – unique environment! Human involvement in Durban was undependable - commitment & resistance towards acceptance of new working procedures! – still not fully functional. Shortages of supplied equipment experienced due to inadequate stock control in Durban – re-procurement process lengthy. Financial implication of implementation & operation – change to local manufacture of all components in progress. Negative & inaccurate media reporting experienced.

INMATE TRACKING SYSTEM BENEFITS REALISED Identity verification functionality utilised and benefits realized. e.g. Detainee prevented from presenting himself to be released on bail payment, which was resolved through utilizing the system. Security advantages – already provides degree of security to officials and detainees through monitoring & identity verification capabilities. Facility management capabilities – juvenile control functionality, court categories, cell balancing, overcrowding monitoring. Cost benefit – strategic objectives should realise gains. Number of additional functionalities have been identified. e.g. cashless environment, and visitations, bail, & investigations process enhancements. Officials have noted the value to the broader correctional environment which has become apparent, & requires suggested policy changes. Personal achievement & development of officials within Johannesburg accomplished – functionality implemented within 2 months!

  28. INMATE TRACKING SYSTEM WAY FORWARD The Commissioner has approved the evaluation of the pilot system. An evaluation team has been appointed. The Evaluation Team will become operative from October 2005 and would provide an Evaluation Report focusing on aspects including economic feasibility, functionality, & security. This report would be critical in determining whether further rollout will occur and the extent thereto. The DCS would like to extend an invitation to the Portfolio Committee to see the Inmate Tracking System in operation at Johannesburg Medium A Correctional Centre.
