Wrong place… faster?~Law Enforcement Cultures, by Dr. Neal Trautman • Misconduct is an evolution of predictable and preventablecircumstances. • Virtually every significant case of employee misconduct had warning-signsthat “leaders” either simply ignored, or failed to recognize as important. • “Leaders” are at the coreof both the cause, and the solution to misconduct. • Research has confirmed that most scandals start with one employee doing relatively small unethical acts, that then grow to whatever “leaders” allow.

  11. Character… • An INWARD MOTIVATION to do what is right. • It is who you are, even when no one is watching. • The stable and distinctive qualities built into an individuals life which demonstrates their response regardless of circumstances. • Character… The ARMORthat protects!

  15. New obligations! • Succinct … direct, to the point • Understandable … defined, discussed • Reinforced … training, dialogue • Enduring … consistent, and ACTED UPON!

  16. The ripple grows… • Produce a trained on values-based pledge. • Assemble an effective ethics-safety committee. • Implement an ethics booster-shot training model. • Put into practice a valued shared-responsibility policy. • Develop a valid and sought after “ethical-courage” award.
