CITY OF SALFORD: ALMO GOVERNANCE (Yr. 0 2001/02) CENTRAL LOCAL PHASE 1: up to DETR provisional allocation (Nov. 2001) PEOPLE’S FORUM Composition: Activities: Debate & agree component elements of Council bid to DETR (Jun-Sept 2001) Advise on tenant consultation process Select 5 tenants to be members of shadow board 10 x AREA HOUSING COMMITTEES Composition (total 10-16 each): Each one = equal numbers elected ward members and tenant representatives Activities: Combine meetings in pairs to relate to 5 x Regional Housing teams Design mechanism for selection of tenant representatives on Year 1 Board Select 1 tenant representative each to sit on City-wide Board from 1 April 2002 (to remain in position for 2 years) Advise on methods of tenant consultation and take on role in this process Work with regional housing staff to develop Year 1 operational methods (form of business plan, reports, etc.) PHASE 2: (Dec.2001 to Mar.2002) SHADOW CITY-WIDE BOARD Composition: Housing Lead Member 4 x elected members 5 x tenant members 2 x independent Activities: Founder members for company reg. purposes Develop ALMO business plan Finalise agreement with Council Participate in tenant consultation Recruit Year 1 Board members, including tenant representatives and elected members (methods of selection to be agreed) and Independent members.

CITY OF SALFORD: ALMO GOVERNANCE (Yr. 1 2002/03) CITY-WIDE ALMO LOCAL CITY-WIDE BOARD from 1/4/02 Composition: 5 Elected members 5 Tenant representatives (s)elected by Area Housing Committees in Year 0 5 Independent members selected by Shadow Board in Year 0 Activities: Take responsibility for service delivery under agreement with Council Appoint staff Oversee ALMO Business Plan Appoint Special & Urgency sub-committee members Work with Area Housing Committees to design & implement Year 2 option(s) 5 x COMBINED AREA HOUSING COMMITTEES Composition (total 20-32 each): Each one = equal numbers elected ward members and tenant representatives, including 1 tenant representative on City-wide ALMO Board Activities: Oversee performance of regional housing team Work with City-wide Board to design: * mechanism to select Special sub-committee members; * Year 2 option for local ALMO management; * Delegation agreement with City-wide ALMO for Year 2; * Local ALMO business plan; * Ongoing roles of Tenants’ Associations, Tenants’ Board, Community Committees, People’s Forum, etc. in relation to ALMO central & local structures and people. POTENTIAL TRANSITION TO LOCAL BOARD All Tenant Representatives on Area Housing Committee stand down Tenants’ Assoc’s invited to propose 1 candidate each for election to their Local Board Existing tenant members of Area Housing Committee may also stand (if not TA proposed) Either all tenants in local area, or nominated representatives of each local Tenants’ Association vote in 5 of the candidates Elected tenant representatives retire in rotation annually 1/2/2 (usual term 3 years) Council elected members (local ward members) select 5 of their number to serve on Local ALMO Board, to be re-selected annually, remainder stand down. Area Housing Committee invites 5 prospective independent members to join Local Board, once set up (one of whom should be current City-wide Board member). CITY-WIDE ALMO BOARD in transition from top-down to bottom-up during Yr. 2 LOCAL ALMO BOARD in place from 1/4/03 (Yr. 2)

CITY OF SALFORD: ALMO GOVERNANCE (Yr. 2 2003/04) CITY-WIDE ALMO LOCAL CITY-WIDE BOARD Composition: 5 Elected members appointed in Year 0 5 Tenant representatives (s)elected by Area Housing Committees in Year 0 5 Independent members selected by Shadow Board in Year 0 Activities: Extend delegations of responsibility for service delivery to Local Boards Update and achieve City-wide ALMO Business Plan LOCAL ALMO BOARDS FROM 1/4/03 Composition: 5 local ward members 5 locally-elected tenant representatives 5 independent members selected by Area Housing Committee in Yr.1 Activities: Take responsibility for service delivery by local housing offices Oversee local business plan Negotiate extensions of delegation in future year(s) with City-wide ALMO Nominate 1 each of elected member, tenant representative and independent Local Board members to serve on City-wide Board POTENTIAL TRANSITION from centrally-appointed City-wide Board to locally-representative one Local Boards select 1 representative of each type from their number to sit on City-wide Board, at least one of whom must be an existing City-wide Board member Whole City-wide Board retires (this year only), to be replaced by Local Boards’ nominees. Subsequently City-wide Board members retire and offer themselves for re-selection (or not) by their Local Board in rotation 5/5/5 (usual term 3 years) CITY-WIDE ALMO BOARD completes transition from top-down to bottom-up during Yr. 2 DESIRED CITY-WIDE / LOCAL BOARD STRUCTURE ACHIEVED from 1/4/04 (Yr. 3) IN SUBSEQUENT YEARS: Local Boards may become fully-fledged subsidiary companies? In that case, staff may transfer to their employment? Local Boards may take on greater responsibilities (consistent with their constitutional status)
