  3. Setting the Stage • In Wyoming – Two agencies are responsible for water related issues • State Engineer’s Office • Water Development Office • Nothing “new” – Wyoming has learned to steal the best ideas from surrounding states.

  4. Water Planning • First Water Planning Effort – 1973 • Late 1990’s – Wyoming Legislature directed SEO/WWDC to initiate a new and comprehensive water planning process for Wyoming. • Between 1999 and 2006 water plans were completed for the seven major river basins in the state. • Each plan updated on an eight to ten year cycle

  7. Framework Plan • Summary and comparison of information from each of the seven basin plans • Provides a cumulative statewide perspective • Final reviews and edits almost completed • Presentation Tool

  8. Presentation Tool • Web-based data and map server • Enable comparison between basins, and between years • Data sets can be updated as new/better data becomes available • Readily available to public

  9. New/Enhanced Data Acquisition Capabilities • Many basins have significant gaps in data • Recognition that to advance planning efforts as well as protect Wyoming’s interest in interstate issues, we need to enhance our data acquisition capabilities

  11. Water Supply & Diversion • FY09-10 budget request for statewide instrumentation network • Instrumentation of diversions, streams reservoirs, climate, ET, etc. • Telemetrized with Cheyenne downlink • Data will be served on the web

Application of remote sensing models • Initial efforts in the Green River basin • Being led by remote sensing team at University of Wyoming • Trying to calibrate existing models to Wyoming conditions • Collaboration with New Mexico Tech and University of Kansas • Installation of one or two energy flux towers

  13. Other Colorado River basin Activities • GIS mapping of irrigated lands by water right permit • ~6,000 permits; ~2,000 diversions

  14. Basin-wide Water Supply Forecasting and Accounting Models • Have framework for portions of basin • Need for enhanced data to upgrade

  15. State Climatologist’s Monitoring Network • Received funds in FY08 for “soil moisture monitoring, ET monitoring, expanded Snotel and high elevation stream gauging” • Working with other agencies on site locations
