  3. Problem November, 2001: • We realized the LANL Engineering Manual (LEM; the design criteria) is used for nuclear safety design input and therefore Program needed a 10CFR830 compliant quality program. • Suspended issuance of standards • Notified Price Anderson POC (violation reported)

  4. Solution November, 2001: • Developed action plan that included: • review of existing material and • Development and implementation of a QA Plan and Program

  5. Actions Taken • December: Obtained supplemental funding. Began existing standards review, did QA Gap Analysis versus 10CFR830. • Jan: Issued QA Plan, wrote procedure /improved records, training plan • Feb/Mar: Training; contracted with WSMS to assess implementation • April: Training completed. • April: Assessment by WSMS completed, 3 minor findings. • May: Findings closed. Restarting issuance of standards with 5/22 TRB meeting • June: Completed existing material review. • Most issues can wait for normal pace revision • One immediate issue: • Seismic 13085 had one section of indeterminate quality. If misapplied to safety-related components, could potentially have a detrimental effect on nuclear safety • We have issued a revision to 13085 and notified potentially affected organizations.

Some Basic Program Tenets • LANL Engineering Manual (design criteria) material will have: • Calculations on file • Independent Tech Review • QA Review • Details and Specs generally have less rigor: • Adding statements on new/revisions: “Specification developed for ML-3 projects. For ML-1 / ML-2, additional requirements and QA reviews are required. “ (At LANL, ML-3 = non-safety; ML-2 = SS, ML-1 = SC)
